About the job

Do you want to be part of a team of skilled and like-minded specialists in contract management? And would you like to contribute to optimizing procurement, contract and supplier management?

Then perhaps you are exactly the person we are looking for!

About us

The position as contract manager is organizationally placed in the Contract Management Section, which is part of the Establishment- and Terrain Command's legal department. We are a professional and dedicated team of both clerical officers, legal clerks and legal specialist consultants.

We are responsible, among other things, for registration and systematic creation of agreements, contract administration, contract management, supplier segmentation as well as the management and coordination of the entire portfolio of supplier agreements in the Establishment- and Terrain Command. At the same time we provide legal advice within the procurement area to the Establishment- and Terrain Command's contract owners, so they can make informed decisions.

We have contracts and framework agreements in a wide range of areas, but our primary focus is on the larger contracts that are important for the operation of the Defence’s many diverse facilities.

We work at the intersection of operations, economics and law and therefore work closely with the other sections in the department and with other departments and sections in the Establishment- and Terrain Command. We also have a very high level of supplier contact.

Besides the importance of professional and social community, which we value highly, it is essential for us that our employees have a healthy balance between work life and family life. We therefore offer a high degree of flexibility with the possibility of remote work after your introduction period, just as we have a flexitime agreement that enables flexible scheduling of the working hours.

We offer good opportunities for competence development and invest in our employees' development and continuing education. You will therefore have good opportunities to develop both personally and professionally in the position.

About the position

As part of the team you will be an important player in a dynamic and specialized environment, where you will have the opportunity to work with procurement, contract- and supplier management at both a practical and strategic level. You will have the opportunity to work closely with a range of different professional groups and colleagues across sections and departments, who together undertake the complex task of supporting the operation of the Defence’s many diverse capacities.

You will be responsible for contract management of a number of contracts and for acting as the liaison for the rest of the organization.

Your tasks span a wide range and include, among other things

  • Administrative tasks and case handling within contract administration and contract management, including supplier segmentation, creation and registration of new contracts, answering questions related to contracts, incorporation of changes to contracts and handling of supplier contracts
  • Implementation of new agreements together with the Establishment- and Terrain Command's contract owners and other stakeholders
  • Follow-up on key elements in the contracts, including expiry/renewal, price adjustment, CSR requirements and workplace clauses
  • Experience gathering and participation in connection with (re)tendering of new contracts
  • Tasks related to penalty management, analyses and compliance etc.
  • Advising contract users on the use of contracts
  • Drafting legal case notes for decision proposals
  • Participate in internal coordination meetings and collaborate and work groups across the legal department and the authority’s other departments.

Travel may occur in connection with implementation and/or supplier meetings and similar activities, which however will mostly be of one day's duration.

Some tasks must be solved with tight deadlines, which can sometimes be busy.

In connection with the start-up we provide a thorough training program, where you will, among other things, be assigned a mentor who is an experienced colleague from the section. Your task portfolio will also be arranged based on your professional background, experience, seniority and skills. If you do not have experience with contract management, we will ensure that you are introduced to the area at an appropriate pace.

About you

We imagine that you have a relevant academic education – preferably as cand.jur or cand.merc.jur. But your educational background is not decisive if you have the right profile and the right skills to perform the job. Here, relevant experience with, for example, public procurement, contract- or supplier management would be an advantage, just as experience with project management or the role of lead on larger tasks/projects will be given positive weight.

We also value that you work independently and solution-oriented, are outgoing and curious and easily build new relationships. You are good at maintaining an overview, even when pace is high, and you can prioritize between different tasks.

The role of contract manager is, as mentioned, a liaison function. It is therefore important for us that you have a constructive approach to driving and participating in cross-disciplinary collaboration, and that you value and contribute to good collaboration and learning across disciplines.

Employment terms

The appointment is made in accordance with the current collective agreement between the Ministry of Finance and a number of academic organizations for academics in the state (Academic Agreement).

The appointment is made in accordance with the current Common Agreement between the Ministry of Finance and Public Employees Organization – The Public Sector (OAO-S common agreement) and the Agreement for office clerks, laboratory technicians and IT staff in the state (HK).

Depending on your qualifications and competencies, there is the possibility of negotiating an allowance. The position is linked to an employer-financed pension scheme.

The workplace is in Hjørring.

As an employee under the Ministry of Defence, you are subject to certain special conditions. You must, among other things, be security cleared and maintain the security clearance throughout the employment.

You as an employee have a duty to perform service outside the country's borders, including at units in international operations with a view to participating in conflict prevention, peacekeeping, peace-building, humanitarian and other similar operations.
