Chief Consultant with responsibility for professional leadership and program management of Styrket Almen – in close collaboration with top management

The political vision in Høje-Taastrup Municipality is clear: All children and young people who can benefit from being part of the general area should be so. At the same time, we see - like many other municipalities - an increasing number of children, youths and families with complex needs.

This has created a targeted and renewed focus on strengthening the quality of our offerings and developing initiatives that support and ensure that children and young people thrive in the general community settings. The goal is that the general area should be able to accommodate and support more children and young people, so fewer require a specialized offer.

This transformation of the entire children and youth area, which we call Strengthened General (Styrket Almen), consists of six program tracks that together must ensure a lasting transformation of the area.

As a chief consultant you will be responsible for creating common direction, progress and coherence across the child- and youth-area. Through professional leadership and program management you will support the translation of political ambitions into practice in close interaction with the area’s leaders and managers.

Six tracks in Strengthened General

Track 1: Development of a simpler and more transparent governance and financial foundation that strengthens the quality in the general area and supports data-driven decisions.

Track 2: Development of a common professional foundation and essential professional competencies across early childhood, school and support functions.

Track 3: Organization of workflows, including for visitation, which shall support preventative and practice-oriented cross-disciplinary collaboration around children and families in the general area.

Track 4: An organizational starting point for early intervention, which shall ensure that children from early childhood receive the right offer in the general and specialized areas.

Track 5: Development of structures and workflows that shall ensure quality in the special offers and the greatest possible connection to the general area.

Track 6: Development of workflows that take as their starting point citizen involvement, and where the relationship with and collaboration with children, youths and parents goes first in decision-making processes that concern them.

Strengthened General is an approach that rests on a vision that good solutions must be found in interdisciplinary collaboration very close to the everyday lives of children, youths and families in the general everyday life. As a professional coordinator you must carry this approach into your other tasks.

About the job

You will report to the Center Manager for the Children, Youth and Family Center (BUF). You will have a job with strategic and political tasks that cut across the two professional centers – and in these tasks you will have direct reporting to the municipality's Director of Children and Youth. It requires you to navigate securely in a politically governed organization, translate strategic direction into action, create good frameworks for cross-organizational collaboration and at the same time keep an eye on the political ambitions.

Job content and duties

As a chief consultant you will be responsible for the cross-cutting professional leadership of development work in the child- and youth-area. The role does not entail line management, but requires you to create direction, commitment and progress through strong professionalism, relationships and strategic leadership.

You will have a central role in the strategic development of a cohesive 0-18 year area that both ensures a holistic, resource-oriented and inclusive approach to the lived lives of children, youths and families. At the same time you contribute to creating coherence between the political ambitions and the organizational task solutions in the area.

You will have a cross-cutting function, where you among other things handle the following tasks:

• Program management of Høje-Taastrup Municipality's overall development program Strengthened General , including responsibility for progress, coordination and development across the program's six tracks. You support the steering group, develop cross-cutting management tools and ensure coherence between the program's goals, actions and results.
• Direct support of the Director of Children and Youth in relation to cross-cutting themes and tasks
• Responsibility for strategic coordination and political servicing of the Institutions and School Committee and of the §17.4 task committee Children and Youth Well-being
• Professional leadership and development of the cross-cutting and regular Children and Youth Leaders' meetings (BUL)
• Development of closer citizen contact and strengthened complaints handling in cooperation with leadership across the School and PPR Center and the Children, Youth and Family Center.

The tasks describe the main focus areas at startup. The task portfolio will be adjusted continuously to the area's development, and you are yourself involved in shaping and developing the tasks going forward.

We need you if you recognize the following...

You have experience from a chief consultant function or similar strategic development position and have worked with professional leadership in complex organizations. You have documented experience in achieving results through cross-cutting collaboration and leadership without people management responsibilities.

You have documented experiences in achieving results in professional leadership in the 0-18 year area and with insight into initiatives that strengthen the general area. Your background may be from school, early childhood or family services.

You thrive in complexity and are skilled at translating strategic ambitions into concrete results. You are capable of creating common direction and strengthening cooperation across professional areas, centers and management levels in an organization with many stakeholders and agendas.

You create commitment through strong relationships, professional weight and clear professional leadership. At the same time you can independently drive processes and engage in close collaboration with leaders across the organization, including school leaders, PPR leadership, authority directors, cluster leaders in early childhood and club leaders.

You have political acumen, an understanding of the interplay between politics and operations, and experience in supporting top leadership in complex development and change processes.

Organization of the Child and Youth Area

The child and youth area in Høje-Taastrup Municipality is organized into two centers that work closely together; the School and PPR Center (SPC) with Per Spile Trudslev as center manager and the Children, Youth and Family Center (BUF) with Tanja Steffe Nøhr as center manager.

The two center managers together with the Director of Children and Youth form the steering group for the Strengthened General initiative. You will have professional reporting to the steering group and solve tasks across the entire area with reporting to center manager Tanja Steffe Nøhr, who is responsible for Strengthened General as well as the Committee for Children and Youth Well-being.

In your task solution there will be close collaboration with all managers in the entire Child and Youth area and a direct collaboration with the director.

The job is full-time. Employment from December 1, 2026

Salary and terms of employment are in accordance with the applicable collective agreement. We will obtain references from previous employment in connection with the appointment.
