About the job
CONSULTANT FOR QUALITY ASSURANCE AND OPTIMIZATION OF PAYROLL ADMINISTRATIVE PROCESSES IN CHILDREN AND YOUTH – AARHUS MUNICIPALITY
Children and Youth in Aarhus Municipality are seeking a dedicated consultant who is passionate about working with competency development, quality assurance and optimization of payroll administrative processes and work-time planning for the benefit of children, staff and leaders in Children and Youth. We have many exciting initiatives underway, and you will be involved in implementing them.
The aim is to ensure high quality in the payment of salaries and in work-time planning for Children and Youth’s 14,000 employees by acting in a structured, curious and proactive manner, based on collective agreements, local agreements and work-time rules.
The payroll administration and payroll payments are handled by Aarhus Municipality’s shared payroll administration. Your role will include creating coherence between the shared payroll function and leaders as well as administrative staff in Children and Youth. Through advisory support, sparring and competency development, you will help the organization work correctly and efficiently with pay-related processes while contributing to ongoing quality development and optimization of workflows and related systems.
The position is a permanent 37-hour role.
YOUR TASKS
- Take on the task as system owner for payroll and work-time systems
- Maintenance of payroll and personnel systems (SD-løn/EG Silkeborg Data) so that the systems are always up-to-date with respect to collective agreements, pre-agreements and other local agreements.
- Implementation, ongoing development and maintenance of Children and Youth’s relevant subject systems, which among other things support work-time planning as well as calculation and payout of pay supplements.
- Be the driver of the department’s work to ensure efficiency and standardization of payroll and personnel-related tasks and workflows both centrally and decentrally in Children and Youth
- Participate in many collaboration fora across the entire Aarhus Municipality, and especially in relation to cooperation with the central payroll service function in the Mayor’s Department, as well as internally in Children and Youth.
- Understand various pilot programs and implementation of digital solutions centrally and decentrally, such as Mine Apps etc.
- Prepare manuals and train administrative staff, including conducting ongoing Q&A sessions.
- Prepare central payroll controls and accompanying automations, workflows and guidelines.
- Be responsible for ensuring that the audit’s control instructions for payroll controls are followed throughout Children and Youth.
WHO ARE WE?
In Children and Youth we are about 14,000 employees. We have a department that supports our leaders in schools, day care and clubs to deliver good leadership, initiatives for children and youth and safe operations. Every day we take care of 65,000 children in day care, schools, leisure facilities, special schools as well as in health and dental care.
The HR department, where this position is located, is part of the Administration for Pedagogy, Organization and Health, which is a staff function that supports Children and Youth’s leaders, including at the political level.
You will join a department with a professionally strong and supportive work environment with 18 capable colleagues, where openness, sparring and a high spirit are everyday. You will become part of a team of 8 colleagues who work on for example collective agreements and work-time agreements.
In HR we are focused on creating a psychologically safe collaborative climate with a focus on being a learning community, where we share the unfinished, and where feedback and professional input from colleagues are natural and welcome “disruptions” in daily collaboration. You report to the Head of Office for HR, Birgitte Lykke.
In Children and Youth we cooperate closely with the Mayor’s Office and the other magistrate departments regarding the implementation and development of our payroll system and other digital support systems in the personnel administration area.
ABOUT YOU
- Your educational background is not decisive, but experience with the technical side of payroll is a prerequisite, and preferably knowledge of SD-Løn/EG Silkeborg Data, as well as possibly experience as a Personnel Consultant
- You are motivated by, and particularly competent in, the development and implementation of digital solutions and understand the technology behind it.
- You have strong relational skills, as this is essential for success in the role where contact with many different partners is part of everyday life
- You can lead projects, processes and meetings visibly, as you have natural assertiveness and authority, even in forums with many differing perspectives.
- You are clear and respectful in your communication – orally and in writing.
- You are a constructive colleague and collaboration partner who wants to contribute knowledge and engage in collegial sparring and cooperation.
- You have experience with communicating difficult-to-understand material.
- You navigate easily in a politically led organization and can translate political and strategic decisions into operational actions.
WHY YOU SHOULD CHOOSE US
- You will have a varied job with a high degree of independence – and good opportunities for both professional and personal development.
- You will have the opportunity to work at the intersection of translating strategic decisions regarding system development into establishment and support of the technical implementation,
- You will gain wide contact with Children and Youth’s units and the other magistrate departments.
- We place high value on well-being, good working environment and humor, and you will become part of a committed team with room for sparring and idea development.
SALARY AND EMPLOYMENT
This is a permanent 37-hour-a-week position with start on December 1, 2026 or possibly earlier.
Salary and employment terms are negotiated according to the collective agreement between KL and the bargaining-empowered organization.
SELECTION PROCESS
