About the job

Do you have a flair for implementation, communication and follow-up? Are you passionate about creating meaning in changes and making things work in practice in collaboration with users and suppliers? Then you might be the person we are looking for in Holbæk Municipality's central procurement department.

About the position

We are looking for a proactive and structured development and implementation consultant for Holbæk Municipality's central procurement department, the 'Procurement'. Our ambition is to be more than a classic procurement department. We therefore focus on looking across the organisation's needs and challenges, identifying new potentials and taking a lead role in implementing the changes necessary to ensure well-functioning agreements used by many across the organisation.

We are seeking a colleague who can take responsibility for implementing, change management and contract management of the broad, cross-cutting service contracts, such as escorted transport, interpreting services and temporary staff – and who also has a flair for analysing and developing new initiatives in the area.

You will be a key player in ensuring progress, creating meaning in processes and supporting changes so that users in the organisation change workflows and behavior, and use the cross-cutting service contracts optimally. You will also be responsible for ongoing contract management and dialogue with the suppliers, ensuring that the agreements are adhered to and that any challenges are addressed.

We are looking for a person with good relational skills and impact, who can drive processes forward, involve relevant stakeholders and at the same time be analytically sharp and creative. You will become part of one of the department's three small teams – in your case the team responsible for procurement, tendering and agreements related to the specialised social areas and cross-cutting service contracts in general.

Your tasks will primarily be

  • Implementation of changes related to cross-cutting service contracts, including establishing organizational structure, roles, responsibilities and task allocation, workflows, data support, ensuring progress and follow-up on any sub-projects related thereto, etc.
  • Contract management of cross-cutting agreements regarding services, such as follow-up on user satisfaction, challenges and complaints, follow-up and meetings with suppliers, as well as monitoring and reporting on developments in the economics and consumption of the contracts.
  • Analysing consumption, needs and workflows to identify new opportunities for cross-cutting agreements, better contract use and financial gains.

About you

We attach importance to the following

  • the ability to identify, develop and implement new development initiatives in the procurement area based on data and experiences from professionals in the organisation
  • being proactive, energetic and good at creating meaning in complex change processes, and the ability to build relationships and create understanding across professional groups and the organisation
  • a sharp understanding of contract logic and contract management, and the ability to plan and carry out the right follow-up – both with suppliers and internal users
  • strong communication skills – both written, verbal and visual – and the ability to use them for clear and explicit communication to different professional areas
  • a broad interest in working with both people and processes within a procurement context, and experience in translating that into practical results
  • desire to participate in team collaboration where cross-professional and project sparring weighs more than sprinting on specific tasks

We offer

  • A central role in the development, implementation and follow-up of cross-cutting, broad agreements.
  • A daily life with significant influence, independent responsibility and close sparring with experienced colleagues.
  • A professionally strong environment where your development and competences are in focus, and where you get the opportunity to grow in your role.
  • Flexible working hours in an open-plan office and the possibility of working from home.
  • An environment where humor and inclusivity create a strong sense of community, and we pull together as a team.

About the Procurement Department

The Procurement Department in Holbæk Municipality is relatively large for a municipal context. In addition to our department head, we are 12 employees who work with tendering, e-commerce, contract management and procurement optimization in cooperation with all professional areas. We are broadly composed in terms of professional background, experience and age, which provides a good dynamic in solving the common task that binds us together.

We have a solid grasp of the classic procurement tasks, and our focus is increasingly directed at more complex areas where the procurement function must be elevated, and where requirements and agreements can be particularly challenging – including when changes need to be created across several core areas.

Does this sound like something for you?

If you have questions, you are welcome to contact the department head Siv Kjær Wagner at tel. 7236 2384 or the procurement lawyer and future colleague Ann Katrine Kristensen at tel. 7236 4870.
