Development Consultant for the Sector of the Labour Market and Citizen Service

Lolland Municipality faces one of the biggest changes in employment policy in recent times. The upcoming employment reform will significantly change the municipal framework for employment efforts, while the municipality works purposefully on a transformation aimed at ensuring sustainable solutions, stronger cross-cutting cooperation and an even more cohesive service for citizens and businesses.

Therefore we are seeking a development consultant for the Sector for Labor Market and Citizen Services in a 4-year project employment from 1 January 2027 to 31 December 2030.

This position is a key function in translating reforms, strategies and political ambitions into concrete solutions that create value for both businesses, citizens and the organization.

About the position

As a development consultant you will be a central driving force in the development of Lolland Municipality's business service and the cross-cutting initiatives that support the municipality's labor market, business and welfare agenda.

You will help ensure that the municipality takes advantage of the opportunities in the employment reform while also supporting the transformation the municipality is facing. This requires you to create overviews, bridge gaps between different professional areas and translate complex issues into concrete initiatives and collaborations.

You will play an important role in developing new collaboration forms between businesses, educational institutions, civil society and municipal departments, so that businesses experience a professional, coordinated and value-creating entry to Lolland Municipality.

Your tasks

You will among other things have responsibility for

• Develop and drive the municipality's company-oriented communication on social media and other digital platforms, including supporting the implementation of digital solutions.
• Convey business-oriented offers, job postings, partnerships and good results to businesses and citizens.
• Support the implementation of the employment reform and its consequences for businesses, citizens and partners.
• Contribute to the municipality's transformation work through the development of cross-cutting and innovative solutions.
• Identify knowledge gaps and development potentials to continuously improve the municipality's business service.
• Develop strategies and collaboration models between the municipality's sectors and external actors.
• Map areas where increased cross-cutting collaboration can strengthen the business-oriented effort.
• Coordinate and provide an overview of efforts across the organization relevant to businesses and the labor market.
• Support development projects in recruitment, upskilling, the workforce and retention.
• Prepare analyses, decision proposals and case presentations for management, executive board, political committees and partners.
• Establish and maintain relations with businesses, educational institutions, business organizations and other partners.

Professional qualifications

• Have a relevant higher education degree.
• Have experience with development or project tasks in a politically governed organization.
• Have knowledge of the employment field and preferably employment legislation.
• Have experience with project management, implementation and change processes.
• Have strong digital skills and easily adapt to new systems.
• Have experience with social media, marketing and digital communication.
• Can work with graphic material, video production and digital communication tools such as Canva, InDesign and Microsoft Clipchamp.
• Have experience with or an interest in analysis work and data-driven development.

Salary and terms of employment

Salary according to the applicable collective agreement and principles for local pay formation.

Starting salary for the position is expected to be based on the AC collective agreement’s basic progression steps 1-8 (kr. 28,341.00 – 46,498.14 incl. a standby allowance). Pension of 21% is added.

In addition there will be an opportunity to negotiate individual allowances based on relevant competences or negotiation about placement as a special consultant under the AC collective agreement.
