Emergency preparedness consultant to strengthen the municipality's resilience and emergency response efforts

Do you want to help strengthen the municipality's resilience in a time of a more complex risk and threat landscape? Municipalities are playing an increasingly important role in work on societal security and emergency preparedness. A more complex risk and threat landscape with, among other things, hybrid threats, extreme weather, supply challenges and increased requirements for crisis management places new demands on planning, coordination and cross-departmental collaboration.

Therefore, we are strengthening our emergency preparedness area to strengthen overall capacity, and we are therefore seeking an emergency preparedness consultant who, together with the municipality's emergency preparedness coordinator, will support and develop the numerous tasks across our administrations.

About the job

As an emergency preparedness consultant you will be a central part of the municipality's emergency preparedness function, which shall contribute to the daily development and maintenance of the emergency response and support the implementation of new requirements and initiatives. You will, together with our emergency preparedness coordinator, play an important role in supporting and driving the municipality's work with emergency planning, risk assessments, exercises and organizational resilience.

Through coordination, follow-up and implementation you contribute to the emergency preparedness area continuing to develop and be able to meet the increasing demands from the outside world.

Your profile: Emergency management capacity and a collaborative team player

As our new colleague you will play an important role in the continued development and strengthening of the municipality's emergency preparedness area. You must contribute to translating ambitions, plans and new requirements into concrete actions that strengthen the municipality's resilience and ability to prevent, handle and learn from incidents. At the same time you will be a central driving force in the work to create coherence between planning, implementation, exercises and organizational anchoring across the municipality.

We know that no one can know everything, but we are looking for someone who

• Has a relevant educational background, e.g. catastrophe and risk management, emergency management education or other education within risk, security or crisis management.
• Can assist our areas of expertise with development, updating and anchoring of the municipality's emergency and continuity plans, including contributing to the conduct of risk and vulnerability assessments.
• Can prepare guidelines, instructions, action cards and other emergency materials that contribute to documentation, quality assurance and regulatory follow-up and thus support the implementation of national initiatives and requirements in the emergency preparedness area, including within societal resilience, crisis management and cyber preparedness, broadly for the entire organization.
• Can contribute to the development of and support our cross-cutting collaboration fora and working groups in close cooperation with our emergency preparedness coordinator, relevant managers and employees in the professional areas.
• Can coordinate, assist and support emergency and crisis management exercises, and follow up on incidents so that evaluations and concrete learning points are anchored in our practice, and assist the crisis management in crisis situations.
• Has good collaboration skills, is creative and works constructively with both colleagues and managers regardless of professional background, and can plan and carry out workshops and similar educational initiatives at the institution level.
• Can support collaboration across many stakeholders, including relevant external actors from utilities to housing associations, civil society and volunteer organizations.

Your tasks will include, among other things, supporting our administrations in the preparation and updating of plans, and plan, conduct and document exercises. At first, your tasks will be focused on qualifying and further developing emergency plans and related guidelines, action cards etc. in the elderly area and supporting the overall health emergency plan across the elderly, health and care areas.

Strategy and Development is a central development unit that supports the organization with consultancy in prioritized strategic initiatives. We are responsible for a number of cross-cutting strategic programs and initiatives, and we help and support the organization broadly, just as we have specific specialist functions gathered.

The unit consists of 11 consultants with different backgrounds and competencies within e.g. project management, process facilitation, citizen involvement, emergency coordination, fundraising, etc. We have a high level of professional consultancy and we are ambitious in our task solving, while valuing a good working community and a high spirit.

Salary and employment terms

The position is placed at the consultant level with pay according to qualifications, in agreement with the union with negotiating rights. The position is a full-time role with a start date of January 1, 2027.
