About the job

Can you translate complex law into guidance that helps managers and leaders make decisions that work in daily operations? Do you have experience from a politically governed organization and a desire to work close to practice? Then we are looking for you for a permanent position as Legal Consultant in Policy & Law in the Department of Employment and Social Affairs.

In our team you will get a broad legal role with particular emphasis on, among other things, the benefits area, including cash benefits, regressive and intermunicipal reimbursement as well as access to documents under the Freedom of Information Act. You will become part of a department where high professional standards go hand in hand with the ambition to be a helpful and available partner and adviser to the rest of the administration.

About the job

Policy & Law is part of the Leadership Secretariat and supports both the administrative leadership and the operations areas in the Department of Employment and Social Affairs. We contribute to ensuring the department can solve its core tasks on a solid legal basis and achieve its goals of getting more citizens into work and education and supporting people in vulnerable positions.

As a legal adviser you advise managers, leaders and employees on the legal questions that arise in their work. You must be able to understand the concrete situation and understand what is needed so your advice provides a clear basis for action.

The tasks develop with the department's needs and are planned based on your experience and competencies.

You may for example come to

  • Advise on legislation in the benefits area and intermunicipal reimbursement.
  • Prepare responses to requests for access to documents under the Freedom of Information Act.
  • Contribute with legal assessments in management proposals and political cases.
  • Support the implementation of new legislation and communicate its significance for practice, among other things through internal training.

You work independently with your tasks, but have colleagues nearby for professional sparring. Many tasks we solve together with other parts of the administration, and you therefore get a wide contact surface.

About you

We are looking for an experienced lawyer with a solid legal methodology and experience from a politically governed organization, preferably a municipality. You know the civil servant role and understand how legal advice is part of both administrative decisions and political processes. You are service-minded and interested in the everyday life in which your advice must function. It comes naturally to you to put yourself in a leader's or employee's position and explore what lies behind a question. You hold firmly to your professional assessment and at the same time help find a usable way forward.

We emphasize that you can explain complex law in clear language and tailor your communication to the recipient. You must be able to make clear what the rules mean in the concrete situation, and what possibilities exist within the framework of the law. You take responsibility for your tasks and see them through. When a case requires a quick answer, you can distinguish between what needs to be clarified immediately and what requires a more thorough investigation. You also know when it is relevant to involve others.

It is an advantage if you have experience with legislation in areas such as the benefits area, intermunicipal reimbursement, access to documents under the Freedom of Information Act and/or regressive. You do not need to know all our subject areas in advance, but you must have a solid professional foundation and a willingness to learn new areas.

About us

In Policy & Law we are 9 consultants, 8 lawyers and 2 student assistants. We work closely with the administration's management and have broad collaboration with the departments in operations. We prepare, among other things, agenda items for the Committee on Employment and Social Affairs and coordinate responses to inquiries from citizens and politicians. We advise on legal questions and contribute to the development of the department through work with strategies and major projects.

We also support the department's reform work, including the Employment Reform. Here, lawyers and consultants collaborate to translate new frameworks into solutions that work in the organization. We actively use each other's diverse expertise and expect everyone to contribute to the common work. With us there is room to ask questions, discuss doubts, and challenge an assessment when it can improve the solution.

We offer

You will be part of a department with a high level of professional ambition and an atmosphere characterized by trust and mutual respect. We meet each other at eye level and emphasize that it should be pleasant to go to work – even when it is busy. You will have a varied daily life with opportunities to influence the tasks and develop your professional skills. Collaboration with the department's managers and leaders provides you with insight into the decisions and considerations that the law must support.

We ensure a good introduction to the job. You will get an experienced colleague as a buddy who helps you into the tasks and the organization and provides sparring along the way. We offer flexibility in planning the work and the possibility of remote work when the tasks allow it.
