About the job

Do you want to be the leader of the Finance Administration's newly established Emergency Secretariat?

Do you want to help safeguard the City of Copenhagen in a changing world? We are seeking a leader for our newly established Emergency Secretariat in the Finance Administration, who can pull the strands together and create a strong emergency response across the administrations. As the day-to-day leader you will play a central role in developing effective solutions, ensuring clear areas of responsibility and strengthening cooperation when it really matters.

Are you ready to take on the challenge? Then this job may be for you.

About the job

As the head of the newly established Emergency Secretariat in the Finance Administration (ØKF), you will have the overall responsibility for the administration's crisis preparedness. You will also play an important role in building and strengthening cross-department emergency cooperation in the City of Copenhagen – in close collaboration with colleagues from the other administrations.

You will have the day-to-day management responsibility for the Emergency Secretariat, which will grow in the coming months, and you will be responsible for the recruitment process. You and your future staff will work closely with colleagues from the other administrations a few days a week, while the working hours will mainly take place in the Finance Administration at Copenhagen City Hall.

The Emergency Secretariat is part of the Directorate Secretariat, where you – in addition to leading a small secretariat – will also become part of a community of around 15 colleagues.

Your key tasks will be to

  • develop and ensure clear division of responsibilities and establish robust collaboration structures so that the municipality stands strong – both in day-to-day emergency work and in crisis situations
  • build and develop the culture in the new secretariat and further develop structures, processes and cross-administration collaboration
  • ensure alignment between the strategic and operational levels so the executive and the political committee can make well-founded decisions about the emergency management area

About you

We imagine that you have a relevant advanced education and extensive experience with process management, implementation and startup of larger, cross-disciplinary projects. You thrive in collaboration with both public and private actors and can navigate confidently in a complex stakeholder landscape.

You have talent and interest in leadership, but it is not a requirement that you have experience with managing staff. You will report to the secretariat head and will have an independent role with the opportunity to shape your own daily work and develop the area together with your staff. The position is newly established, and you will experience both political attention and support within the organization.

We would like you to

  • work in a coordinated, structured way and be able to prioritise among the many tasks on the drawing board
  • have knowledge of the emergency management field
  • have in-depth knowledge of the City of Copenhagen as an organization and be able to move confidently between different organizational levels – from operational to strategic
  • are strong at building relationships, can actively contribute to cross-organizational collaboration and thrive in a politically governed organization

Salary and employment terms

The position offers a 37-hour workweek with commencement on January 1, 2027 or as soon as possible. Employment is as a team leader with personnel responsibility. We will collect references, and it is expected that you can obtain a security clearance.

Additional information

You are welcome to contact the Secretariat Chief Iben Rønholt at 24 27 86 17 if you have any questions.

Apply via the link no later than Monday, 9 November 2026

We expect to conduct interviews in week 47.

About the Finance Administration

The Finance Administration is one of City of Copenhagen's seven administrations. In total, about 3,600 people work in the Finance Administration, of whom about 300 have offices at the City Hall. The physical setting for your work will thus be Copenhagen's historic and beautiful City Hall. Here we serve the Lord Mayor, the City Council, and the Economic Committee, and we are close to the political life in the municipality. Together we focus on creating value for residents of Copenhagen.

You will, at the City Hall, become part of an exciting work environment where motivation, well-being and good collaboration are at the forefront, with good opportunities for skills development.
