About the job

Would you like to be at the heart of the machine room for the Building Agency's strategic development? Are you motivated by creating overview and momentum in complex development initiatives where relationships, dialogue and cross-cutting collaboration are keys to success? Do you want to work closely with a management team that actively prioritizes and drives change? Then you may be our new portfolio manager.

The Building Agency is in full swing executing a targeted strategy driven by a number of major development projects across the business. The management wants a strong PMO function that can ensure both overview, progress and good involvement of the organization, so we support the strategy as best as possible. Here our new portfolio manager will play a central role in ensuring the execution of the strategy and act as the link between the management and our project managers.

Therefore we are looking for a portfolio manager who is passionate about working with the development portfolio and who can combine structure and analytical strength with strong relational skills, dialogue and collaboration across centers.

About the role

As portfolio manager you will be a central part of the cross-functional PMO function that

  • Supports the management in prioritizing and governing the strategic development portfolio
  • Helps sub-portfolios (Business Development and IT/Digitalisation) with overview, quality and progress
  • Ensures that we harvest the benefits that the projects are supposed to deliver to our core business
  • Ensures that the strategic annual cycle, project models and portfolio processes are not just schedules, but are used in close interaction between leadership, projects and the organization
  • Develops our project management tools and portfolio management and ensures coherence with our strategic annual cycle, including the management of the cycle and has responsibility for our annual strategy seminar.

You will have significant contact across the Building Agency and will often be the link between management, centers and project managers, where dialogue, sparring and relationships are essential for success.

Your primary tasks

In the role as portfolio manager you will especially

Create and maintain a strong overview of the development portfolio, including

  • Status, progress, dependencies and risks for development projects and programs
  • Alignment with the IT and digitalisation portfolio and with operations

Prepare and follow up on the management's and sub-portfolio decisions

  • Prepare decision papers and management information
  • Ensure clear follow-up and dialogue with project managers and centers after meetings

Be a relational “critical friend” for projects

  • Discuss with project managers about purpose, organisation, stakeholder management and use of the project model
  • Challenge and support so that projects have realistic scope, resources and benefit targets

Facilitate cross-cutting collaboration and coordination

  • Identify dependencies across projects, portfolios and disciplines
  • Support dialogue across centers so that decisions and priorities are broadly anchored

Contribute to further development of processes and governance for portfolio management

  • Develop and adjust annual cycles, meeting structures and roles to support an active and ambitious management
  • Help make portfolio management a valuable governance and collaboration tool, not just a reporting requirement
  • Development of project models and tools and ensure that the PMO is part of our digital development, where we work efficiently and cross-functionally

Support the work with resource management in the development portfolio

  • Support dialogue about capacity and staffing across centers
  • Consolidate and qualify resource overview and submissions.

Who are you?

We imagine you have solid experience with development projects and preferably portfolio management, project office/PMO or program management in a larger organization, thrive in a role where relationships, dialogue and collaboration are as important as Excel sheets and models. We would like you to have a relevant education at master's level or equivalent and the ability to communicate clearly and precisely both in writing and orally. Additionally we place special emphasis on the following:

  • Strong digital competencies and curiosity and drive that PMO is also part of our digital development
  • Strong ability to build trust and good working relations across disciplines, levels and centers
  • Willingness to be a sparring partner for both project managers and leaders
  • Having a view for both strategic direction and practical execution, and the ability to translate the management's ambitions into concrete structure and action
  • Good at facilitating meetings and processes where many stakeholders must come together and a direction is set

Part of a team close to an ambitious management

You will become part of the Staff, specifically the Directorate Secretariat, where we coordinate the portfolio of projects under the strategy in close cooperation with, among others, the Center for Finance and IT. Here you will join a secretariat and generalist team that works closely with the management, and where the management actively uses portfolio management to drive and prioritize development.

You will therefore experience a daily life where the work in the PMO has direct impact on strategic decisions and the direction for the agency. Our PMO is currently one full-time position, but is under development, and you will be a driving force in figuring out how the PMO should work going forward.

Please note that it is a prerequisite for employment in this position that you can be security cleared to NATO security level Secret (HEM) and maintain this clearance throughout your employment, as some tasks will be subject to confidentiality.

Salary and terms of employment

You will be employed under the nationally applicable agreement between the Ministry of Finance and a number of academic organizations for academics in the state.

You will be placed based on seniority and experience as a policy officer at the basic level or as a specialist or chief consultant according to the applicable agreement, which you can find here and the Employee and Competence Agency's salary overview, which you can find here.

Depending on your qualifications and competencies there is a possibility for negotiation of supplements. There will be an employer-financed pension scheme of 18.07 percent.
