Climate change and security of supply place new demands on us, and at the same time economic regulation requires us to be efficient. Therefore, the area in Water & Urban Development at HOFOR is undergoing a transformation to increase our ability to create long-term value through high professional expertise, efficient task execution and close cross-cutting collaboration.

This means that we must work in new ways, expand cross-disciplinary collaboration and ensure greater efficiency as well as better time and financial management in our construction projects.

As part of the transformation, we have carried out an organizational change and established several new sections. We are therefore now seeking a number of section leaders who will help translate the goals into results.

Unite the organization around common goals

HOFOR faces a number of complex and cross-cutting tasks within urban development and emergency preparedness that require close coordination and clear leadership. Therefore we are looking for a section leader who can embrace secretariat support and development tasks at the same time. You will, among other things, be responsible for developing the way HOFOR works with urban development, create coherence between HOFOR's organization and our owners, and support coordination and handling of the new emergency preparedness agenda in an organization still in development.

Set direction for development and coordination

You will lead a section with about 10-12 employees who work with program management, coordination, development tasks and management support.

Your main tasks will be to

• Lead, develop and support the section's employees
• Ensure good collaboration across the entire HOFOR organization and within the section
• Translate strategies and external needs into concrete initiatives
• Build and implement HOFOR's efforts to establish a robust and resilient water supply in collaboration with the rest of the organization
• Ensure qualified secretariat support for the director and area manager and design decision-making processes for the tasks.

We expect that you will create structure, direction and momentum while being able to bring together different professional perspectives and stakeholders around common goals.

Experienced leader who can build trust and establish collaboration

You have experience with leadership in an organization undergoing change, and you thrive in navigating complex contexts where many interests must be balanced.

To create value in the role, it is important that you focus on collaboration and provide direction and engagement through clear leadership. At the same time you have a pragmatic approach to task solving. You are able to maintain the overview even when frameworks and priorities change, and you pay attention to details and delivering high-quality work.

We imagine that you

• Have a relevant master's degree or equivalent, for example political science or another social science background
• Have at least 5 years of experience in people management
• Have worked with cross-cutting coordination and stakeholder management
• Have experience with transformation and development processes
• Have solid written and verbal communication skills
• Have experience preparing decision documents for leadership level

Experience from a politically governed organization is an advantage, but not a requirement. Knowledge of the utilities sector is also not a prerequisite. The most important thing is that you can create results through others and are motivated by developing organizations and collaborations across.

You will become the section leader for the new section Urban Development Cross-Functional Tasks, which is one of three sections in the Urban Development area, working with all of HOFOR's utility types. The section works cross-functionally and consists of project managers, program managers and specialists, all skilled and engaged.
