About the job
From plans on paper to a preparedness that works
A good emergency preparedness is not created the day the crisis hits. It is created long before. Namely when plans fit together, roles and responsibilities are clear, and someone follows up on whether the agreements are turned into reality.
In Nordfyns Municipality we have in the past years strengthened the work with preparedness and resilience. Now we must translate plans and ambitions into practice and ensure that the actions hang together across the municipality.
Therefore we are seeking a committed and pragmatic emergency preparedness coordinator who can connect the threads and create security for citizens, employees and leaders. You do not need to be an emergency preparedness expert from day one. The most important is that you can create structure, bring people with you and translate complex problems into solutions that work in real life.
Because when something unexpected happens, we must be ready.
Your role with us
You will become the cross-cutting key person in the municipality's work with preparedness and crisis readiness. You will quickly take on a large responsibility. But you are not alone with it. Good colleagues across the organization are already working with emergency tasks, so your task is not to solve everything yourself, but to ensure that the whole hangs together. You will therefore work closely with the executive, managers, leaders and other colleagues across the organization as well as external partners.
Your tasks will include, among other things
- Coordinate the municipality's overall work with emergency plans and support the departments' work with local plans and action cards.
- Support leadership with risk assessments, crisis organization and the maintenance of critical functions.
- Follow up on agreements, actions and progress across the organization.
- Develop and maintain a common annual cycle for, among other things, revision of plans, exercises and managerial follow-up.
- Prepare cases and provide status updates to, among others, the executive, Strategic Chief Forum, the Economic Committee and the City Council.
From emergency planning to organizational decisiveness
An important part of the job is that we must practice and learn from what we experience. You plan and facilitate emergency exercises with the specialist areas, Emergency Services Funen and other partners and ensure that the experiences lead to learning and improvements.
If the municipal crisis management team is activated, you will have a supporting role according to the applicable crisis management plan. You must therefore be able to work long-term and keep an overview when tempo rises.
What could a typical workday look like
You arrive at the town hall in Bogense. The calendar tells one story. The day may end up telling another. It is not essential that you like municipal coffee, but a smile and a good morning – then the day starts best.
In the morning you discuss with a department about their emergency plan and prepare a status update for leadership. After lunch you plan an exercise with colleagues and partners. Occasionally a leader calls:
“How exactly do we do this if this situation arises?”
Some days you dive into plans and risk assessments. Other days you bring people together around a concrete issue or participate in external networks. And if a real incident occurs, the workday of course changes. For all of us.
It is the range between planning, coordinating and acting that makes the job exciting and meaningful.
You also need to build bridges outside the town hall
Preparedness does not stop at the municipal border or at the town hall door. You will be secretary for Nordfyn Local Emergency Forum and plan meetings, coordinate activities and follow up. You support collaboration between the municipality, Emergency Services Funen, civil society and other actors and contribute to local activities that strengthen citizens' and local communities' crisis readiness.
Together with the communications team and the departments you also support the municipality's crisis communications plan, alternative communication channels, including SINE, and the dissemination of emergency information.
Who are we?
You will become part of Strategy and Policy, one of two staff functions under the City Manager. Our task is, among other things, to qualify, challenge and coordinate across the organization and contribute to organizational cohesion.
Specifically, you will be part of the Department of Common Secretariat, Law and Communication, where you will have 10 committed colleagues with different professional backgrounds and tasks. Here we work with classic secretariat tasks, legal advice and group communications, and we also serve and support the mayor and the executive.
You will have preparedness as your special professional area, but you will not sit alone on your own island. We share knowledge, help each other and take the tasks seriously – but there is also room for good humor and conversations about what the weekend has brought.
You also get a position close to the decisions, where you must be able to go into the detail and give leadership a clear picture of where we stand and where prioritization or a decision is needed.
In Nordfyns Municipality we have a strong sense of community and a common ambition to make a difference.
Who will be your leader?
Your leader will be the Head of Staff for Strategy and Policy, Charlotte Jakobsen.
‘First and foremost, I look forward to complementing our community with you who will take on such an important societal task that means so much to all of us. I emphasize that you get trust and space to drive your area of responsibility. I expect you to take initiative and drive the tasks forward. At the same time, there is a short path to sparring, and we continuously discuss direction and priorities’.
I value honesty, professional curiosity and a good laugh along the way.

Who are you?
We are not looking for a specific title. We are looking for the right person.
You may have experience with preparedness and crisis management or from a politically led organization. You may also be a strong generalist with a desire to build your preparedness knowledge.
We imagine that you
- Have good organizational understanding and can navigate in a politically led organization
- Work in a structured, analytical and pragmatic way and can make complex issues concrete and usable
- Can lead projects and processes, and follow up until the task is settled.
- Are good at relationships and collaboration across disciplines, organizational levels and external actors
- Communicate clearly and can convey plans, requirements and responsibilities in a way that others can use and understand
- Can prioritize and keep overview under pressure
- Are motivated to build and develop your preparedness knowledge and translate it into practice.
As a colleague you are open, proper and trustworthy. You dare to ask again if something does not hang together. For in emergency work, “ that’s how we usually do it ” is not always a sufficient answer.
What do you get with us?
In Nordfyns Municipality we work from a shared value base, where decency, trust, openness and cohesion are the foundation for our collaboration.
We offer an exciting position at an ambitious and development-oriented workplace, where we focus on collaboration and on helping each other. In Nordfyn we seize ideas and try new things – and we do it together.
You will have a position with a task that really matters. You will have the opportunity to influence an area with great organizational and societal attention and to help create the structure and coherence that will make the municipality ready when the unexpected occurs – whether it is wind and weather or the digital world that challenges daily life.
You will have great freedom to plan your days and tasks, the possibility of both homeworking and good conditions for a sustainable working life. We have a fairly good pension scheme, a health scheme, a flex scheme and a canteen scheme where Pernille makes delicious lunches for us every day.
And then we have nature right outside the door. A trip to the water at lunch break or a walk during the workday is completely normal for us. You can of course also park for free right at the door.
