About the job

Are you passionate about applying your analytical skills at the interface between business and IT, and would you like to play a central role in modernizing the Tax Administration's primary case-handling system? We are seeking a governing test manager who will be responsible for the overall test governance and for ensuring that the supplier conducts sufficient and well-documented testing.

Be part of building the tax authority of the future

SKAT Ligning is the primary case-handling system for control and determination of taxes and VAT for citizens, businesses, companies etc. It is therefore an extremely business-critical legacy system, which is replaced by a modern standard case-handling solution. The modernization is conducted in four defined projects together with the Tax Agency toward 2030:

  • Project 1 ends in 2026 with the rollout of the ESDH solution Sagsportalen to a small user group.
  • Project 2 implements integrations between Sagsportalen and central tax systems.
  • Project 3 will start in 2027 with the implementation of Sagsportalen for all users of SKAT Ligning.
  • In Project 4 SKAT Ligning is closed, and historical databases are established.

About the position

You will initially be the governing test manager for Project 2, which is in the analysis phase with expected transition to the implementation phase in early 2027. In time there will also be tasks in Project 3.

Your primary tasks will be to

  • Coordinate, manage and challenge the supplier's test work.
  • Continuously assess whether the supplier's test strategy, test design, test cases, test coverage, test results and test reports really provide sufficient assurance.
  • Actively ensure that defects, gaps in test coverage and quality risks are identified, followed up and closed – and able to escalate when quality or progress is not satisfactory.
  • Create transparency about test status, the “defect picture”, quality risks and “readiness” as the basis for the project’s decisions and Go/No-Go.
  • Plan upcoming test activities, including environments, data, resources, dependencies and involvement of relevant stakeholders.

You will join a dedicated project team currently consisting of more than 10 employees including a project manager, business analysts, a project consultant, solution architects, system owners, etc.. The project is anchored in a steering group at under-director level and has close collaboration with the other modernization projects.

You will also have close collaboration with a test manager who manages test activities within operations (i.e., bug fixes and minor further development) for the Sagsportalen.

About you

You probably have an advanced university degree supplemented by a certification as a test manager equivalent to Certified SAFe® 5 Agilist, ISTQB Certified Tester Foundation Level Agile Tester (CTFL-AT), ISTQB Certified Tester Foundation Level (CTFL), as well as relevant experience from digital transformation projects.

In addition, emphasis is placed on your ability to

  • Build a well-functioning collaboration with the supplier's test organization and project management, while the person maintains the customer’s requirements for quality and documentation.
  • Create collaboration across business, development/supplier, architecture, operations and other project tracks.
  • Be comfortable with both dialogue, facilitation, constructive challenge and conflict, because the role requires you to be able to persuade the supplier to change course without necessarily having formal managerial authority.

You are familiar with the complexity of public authorities or private organizations subject to high regulatory requirements, and you have knowledge of implementing standard solutions and supplier management.

We offer

You will be employed in the SKAT Ligning Modernization office, which in close collaboration with the neighboring SKAT Ligning office is responsible for the four modernization projects. The two offices together have about 20 employees who work closely on the ongoing projects across the offices. The SKAT Ligning Modernization office has the primary responsibility for Project 2, which implements integrations between the new Case Portal system and central domain systems.

In time, the plan is for the office to also be responsible for Project 4. As a test manager you will have tasks that span the two offices, and in practice you will have close working relationships with staff and managers in both offices on a daily basis. In both offices we place well-being and flexibility high. We are a good mix of experienced and younger profiles who value cross-functional collaboration and good collegiality highly.

Therefore we hold, among other things, joint office events to support the good cooperation – both professionally and socially.

Contact and terms of employment

Submit an application, CV, transcripts and any additional material via the "Apply for the position" link no later than October 26, 2026. The position is available for immediate filling. We will conduct interviews on an ongoing basis.

You are welcome to contact Office Manager Emil Rønnow Sørensen at telephone 72 38 98 40 or via the fax number for Office Manager Amalie Iversen at telephone 72 37 18 78, if you want to hear more about the position (feel free to send an SMS to arrange a call time). Note: Due to autumn holiday, Emil cannot be reached from 9-20 October, and Amalie cannot be reached from 9-14 October.

We expect to use personality profile analysis and a logical test in the recruitment process, and a criminal record check will be obtained prior to employment.

You can expect a interview process where you will meet the office head, representatives from the project team and the steering group leadership.

You will be employed under the applicable collective agreements in force for academics in the state (AC), the collective agreement for clerical staff, laboratory technicians and IT staff (HK) or the collective agreement for officers, etc. (DTS) in the Ministry of Taxation and Growth.

The employment area is the Ministry of Taxation and Growth with its affiliated institutions. The workplace is the address of the Agency for Development and Simplification at Osvald Helmuths Vej 4, 2000 Frederiksberg.
