Director of Construction & Civil Engineering at HOFOR

Do you want to lead some of Denmark's largest and most complex civil engineering projects and help future-proof the supply for the generations to come?

As Director of Construction & Civil Engineering you will be responsible for the area where HOFOR's civil engineering projects are designed and executed and handed over to operations. We invest annually approx. DKK 3-4 billion in projects that future-proof the capital's supply and climate-proof the cities – with storm surge tunnels, heat pumps, solar cells/wind turbines and waterworks as well as rain gardens and renovation of the pipeline network.

You will be director of an area with about 200 employees, 14 line managers and 18 project managers. The area is organized in a matrix structure and divided into three areas: Large Projects, Energy Projects and Water & Wastewater Projects as well as the cross-cutting function Project & Management Support.

In addition to leading Construction & Civil Engineering you will become part of HOFOR's executive group and report to the Chief Executive Officer. Together with the other executive group (in total six people) you will be responsible for the overall management and development of HOFOR in close collaboration with the rest of the group management.

The job also requires close collaboration with HOFOR's owner municipalities as well as other municipalities in Denmark on construction and civil engineering projects, which is why emphasis will be placed on your ability to collaborate with both owners and other public stakeholders.

In early 2027, HOFOR will launch a new corporate strategy, and Construction & Civil Engineering will play a central role in translating strategic ambitions into concrete results in the design and construction phase of our many projects.

Your key areas of responsibility will be

• Lead and further develop Construction & Civil Engineering

with a focus on green and sustainable construction including delivery of new facilities and renovation of existing infrastructure as well as creating the framework for efficient project execution.

• Ensure financial management and transparency

in an annual construction portfolio of approx. 3-4 billion DKK.

• Have a strong

focus on time and cost management of the projects.

• Set strategic direction

for the construction portfolio with focus on project execution, capacity management, risk management and continued organizational development.

• Lead the area’s management team

, including three area managers and one department head reporting directly, and create the framework for leadership development, prioritization and strong project development.

• Create strong collaboration across HOFOR

from project development and design to execution and handover to operations.

• Collaborate with key stakeholders

, including contractors, consultants, authorities and owner municipalities.

Solid leadership experience from complex civil engineering organizations

You have solid leadership experience from complex civil engineering or project organizations, a strong understanding of the client’s role as client, and experience from both a public client organization and the contractor side. It has given you an in-depth knowledge of the interaction between clients, consultants, contractors and other executing actors in large and complex civil engineering projects.

You navigate confidently in political and organizational arenas where business, societal and municipal considerations must be balanced. You create direction and followership in complex stakeholder landscapes and translate strategic ambitions into solutions that strengthen the supply for the future.

You are committed to contributing concretely to a green and sustainable transformation of HOFOR's civil engineering projects at HOFOR and with our contractors.

We also expect that you

• Have solid experience with setting goals and direction in complex tasks
• Have decisiveness and follow through on decisions – with a view to evaluating and adjusting along the way
• Lead with integrity, fairness and trust and foster strong collaboration within and across the directorate and inspire followers among leaders and employees
• Have experience executing large projects and a solid understanding of the project lifecycle – from design to execution and handover to operations.
• Create the framework for a strong focus on the working environment, where both the physical and the psychosocial work environment are given high priority
