About the job
Do you want to lead a secretariat where high professional quality ensures progress in task solving?
In the administration Plan, Technology & Environment we are seeking a new secretariat leader who can steer the continued development of the secretariat's tasks. Our goal is simple: We must deliver a solid and professional civil service that supports the municipality's development strategy, ”The Good Life” , through secure operation and high quality in everything from agendas to citizen service. As a leader you will be the central hub to strengthen our professional task execution and create structured, smooth processes in everyday life.
You will be the link between citizens, politicians, management and employees. Your daily work will be diverse with a close and operational leadership responsibility inward for the secretariat's 10 employees and the responsibility for the practical task execution outward. It is a responsibility you do not face alone, for we succeed only when we succeed together.
About the job
As our new team leader for the secretariat you will get a position that offers many exciting tasks. The secretariat is part of the Department of Business & Sustainability and as leader of the secretariat you have daily leadership of the secretariat's 10 employees and report to the department head. At the same time you are also as secretariat leader close to the director and the other department heads in the administration.
As secretariat leader you know that the secretariat is there for the administration and not the other way around. It is your task to ensure cross-cutting tasks in the administration such as agenda production and protocols and servicing of management and politicians.
In addition, the secretariat handles a number of operational tasks including in the public housing sector, leases, working environment, tenant ombudsman and housing office, where you will both participate in professional discussions and decisions, but also take part in task execution. You must therefore both be able to lead and also take on tasks yourself.
Development of the task portfolio is well underway and you will be the driving force in the continued optimization and professionalization, where good civil service is the driving force.
About you
Your chemistry must match ours. You are therefore straightforward and approachable, have a high service level and see solutions that can support both employees and colleagues' work. You have an understanding of a politically governed organization, where quick answers are required and where the secretariat's robustness, skill and service orientation show that we can juggle many agendas without losing focus. You are motivated by and enjoy being able to contribute so that others succeed.
Your responsibility and tasks are to lead as a manager and partly create results through your employees, but also take on tasks yourself and see them through to the finish. You do this by
- setting direction for employees' professional discussions and priorities
- ensuring good practice and development of the team's professional areas of responsibility
- and continuing the development of well-being, team spirit, professional quality and productivity of the team
- leading upward in relation to the director and the department head and taking co-responsibility for the overall development in the Department of Business & Sustainability.
In addition to daily contact and sparring with the employees it is among other things your responsibility to
- manage the budget and finances for the team
- be secretary for the executive group
- carry out cross-cutting tasks for the director
- provide support for housing construction, including supervision of housing associations
- continue competence and procedure development within the team's areas of responsibility such as leases, housing office and homeowner associations
- collect and coordinate cross-cutting citizen inquiries and access to information cases
- be the municipality's occupational health and safety leader and participate in localMED
- manage personnel leadership.
Competencies and experiences
We expect you have the following educational and professional qualifications
- Relevant further education, for example as a lawyer or economist.
- Have strong generalist competences and can easily grasp legal and economic issues. It is not necessary to have specialist knowledge, but you can acquire knowledge within the secretariat's portfolio.
- Can be new as a leader, but have experience taking on a particular responsibility such as coordinator or project manager.
- Understanding of dynamics in a politically governed organization
We place emphasis on you being
- organizing and able to create frameworks and routines to ensure robustness in our task solving while you plan and arrange to ensure progress. You are also thoughtful and patient in your working style
- responsible and take ownership and commitment seriously. You ensure tasks are completed, delivered on time and with the agreed quality
- tenacious , ambitious, persistent and goal-oriented with the tasks. You work with passion, structure and do not stop until the goal is reached
- team-driving , where you actively seek dialogue and are trustworthy both internally and in external collaborations. You ensure ownership when you set direction and take control of the processes
- optimistic , where you see the positive in a situation and have contagious enthusiasm. You appear carefree, believe that things will solve themselves and are not afraid to make mistakes
- communicative , visible and willing to engage in dialogue with others. You can communicate at all levels and are not conflict-averse in dialogue.
