About the job

The restructuring/build-up of the Defence is in full swing and has never been more important! You now have a unique opportunity to contribute to the build-up of the Defence as a procurement lawyer or procurement consultant with us.

If you want to be part of our team consisting of skilled specialists in procurement and be involved in delivering our strategic procurements for goods and services, then it may be you we need!

About us

The Establishment- and Terrain Command plays a central role in the rapid development of the Defence. We support and service the military operational units and other authorities under the Ministry of Defence.

We provide and operate the physical framework for the Defence, and our areas of responsibility include everything from the construction of new buildings, maintenance of existing buildings and facility management of all kinds; including cleaning, canteen operations, grounds maintenance, waste management, nature care and much more. We also offer a number of framework agreements on advisory and consulting services; ranging from building technical consultancy to advice on environmental conditions in the Arctic.

We are in rapid development due to the Defence build-up. Therefore we are seeking a procurement lawyer or procurement consultant to conduct strategic procurements of contracts and framework agreements for delivery of goods and services.

About the position

You will be employed in the Procurement Legal Section, which belongs to the Legal Department. The section currently consists of eight employees and is responsible for the command's strategic procurement tasks related to contracts and framework agreements for goods and services. We conduct EU procurements and other forms of competition for a wide range of areas, particularly in relation to facility management and maintenance of buildings.

We also continuously assist our colleagues in the rest of the Defence with procurement and contract-law advice as well as other legal assistance and sparring in connection with purchases for the operation and maintenance of the Defence's buildings and areas.

We always place the task solution at the center. As part of this, we also have a clear recognition that a well-functioning workplace with a positive working environment is a prerequisite for success. Therefore we focus on positive behavior in the workplace and a balance between work life and family life. We thus offer a high degree of flexibility and the possibility to arrange your own working hours in collaboration with your immediate supervisor, including homeworking a few days a week.

You will become part of a section with an ambitious professional standard. We therefore allocate time and resources for professional sparring and development. We also place importance on competency development and have good opportunities to continuously tailor the task portfolio so that it challenges and develops employees' competencies. In addition, there will be substantial opportunities to participate in relevant courses and conferences. There is also a strong camaraderie in the section.

Depending on your preferences and experience, you will work with almost all disciplines within procurement.

Your primary areas of responsibility and tasks will be

  • Plan and carry out EU procurements and other forms of competition within a range of different areas, either independently or in collaboration with the other staff in the section
  • Advice on and quality assurance of purchases under existing framework agreements, dynamic purchasing systems and similar
  • Ensure that our procurements achieve effective purchasing
  • Advise and assist management and staff across the organization in procurement and contract law
  • Further development of our processes and paradigms that optimize the procurement process
  • Internal implementation and training in purchasing and tender matters

When you start, you will receive a thorough introduction and training program tailored to your background, and we will tailor the tasks to your experience.

We aim for you to quickly take on your own work tasks while working in parallel with a colleague on larger or strategically important procurements – two heads are better than one, and together we will create good procurement agreements and contracts for the Establishment- and Terrain Command.

About you

We imagine that you have a degree in cand.jur., cand.merc.jur., or another relevant educational background or experience with procurement from previous positions.

We are looking for a colleague who preferably

  • Has practical experience with procurement, contract formation and related areas
  • Is able to translate user needs into effective agreements with suppliers
  • Has experience collaborating in project groups or handling project management, including leading larger projects or acting as a facilitator
  • Has good teamwork skills and is relationship-building across disciplines
  • Works in a structured and analytical manner
  • Takes the lead in solving tasks and maintains a constructive mindset
  • Has strong communication skills in both writing and speaking, and can deliver a message that all disciplines can follow

If you cannot see yourself in all of the above points, but you very much want to work with procurement and contracts in an exciting time when the Defence is undergoing a major development, we still encourage you to apply for the position. We also value your interest in the job and believe that anyone who can and wants to, can develop into the ideal candidate. If you do not have prior procurement experience, we will ensure you receive training in the area at a suitable pace.

In addition to the above, it is expected that you actively contribute to fostering good collegiality in the section. We place emphasis on you as a colleague contributing to a strong professional and developmental community by seeking and offering sparring and perspectives.

Conditions of employment

The appointment is made in accordance with the current collective agreement between the Ministry of Finance and a number of academic organizations for academics in the state (the Academic Agreement).

Depending on your qualifications and competencies, there is a possibility for negotiating additional pay. There is an employer-financed pension scheme attached to the position.

The workplace is in Hjørring.

As an employee under the Ministry of Defence's area, you are subject to certain special conditions. You must be able to obtain and maintain a security clearance throughout your employment.

You are obliged as an employee to perform service outside the country's borders, including at units in international operations with a view to participating in conflict prevention, peacekeeping, peacebuilding, humanitarian and other similar operations.
