Procurement lawyer for major construction projects

The Danish Road Agency is one of the country’s largest clients in the construction sector, and we have many tasks waiting for the next ten years. At Vejdirektoratet we work every day to create coherence for the many travelers who use the Danish state roads. We are among other things involved in the construction of the 3rd Limfjord Connection in Aalborg, the upcoming Nordhavnstunnel in Copenhagen and Marselis Tunnel in Aarhus.

You will work in the Procurement Department, which deals with tenders, market analyses, contracts and procurement law. The department consists of 12 dedicated employees who look forward to getting to know you.

” We have a broad portfolio and procure both services, construction projects, operations and IT. And the exciting and complex parts of both the law and the strategic analyses, we handle ourselves ,” says area manager Helle Lange.

Your primary tasks

Your primary tasks will be to assist the organization with drafting procurement strategies, prepare contracts and tender conditions and carry out tenders. In addition, provide assistance to the business as needed during the execution period.

You will among other things have to

• assess the business aspect in the procurements so that we get the best possible competition
• act as project participant and lead on the tenders
• assist with tender and contract-law advisory after contract formation in case of e.g. disputes or interpretation doubts

The concrete tasks will depend on your competencies and experience. In addition, Procurement has a central role in ensuring that climate and sustainability become a central parameter in how we plan, procure and build road projects in the future. You will work in a political organization with all that entails in political decision-making processes and compliance with administrative law.

” There will be a mixture of large projects and small tasks, case handling and development projects, and it all takes place in a dynamic and exciting environment ,” explains area manager Helle Lange.

Your profile

We would like you to be

• educated cand.jur. or cand.merc.(jur.).
• have thorough knowledge of tender rules
• have solid experience with conducting tenders and drafting procurement strategy and tender material, including contracts for complex procurements
• have market understanding and business interest and be able to develop strategies, tenders and contracts based on the organization’s input and needs
• be keen to join a team of professionals and technicians and be able to explain complex issues to employees with a different background than yourself
• be a good communicator, both in writing and spoken, and able to communicate clearly and precisely and in a good tone with both external and internal stakeholders

It is an advantage if you have experience with project-oriented work and with construction law and AB18, but regardless of background we will ensure to warmly welcome you to the position and give you a thorough introduction to the tasks.

In Procurement we are an integrated part of all Vejdirektoratet’s procurement projects, primarily in the construction sector, but also in procurement of complex equipment, road maintenance, IT and consulting services.

Your salary and employment terms

You will be employed and paid according to the applicable state agreement.

As an academic you are employed according to the currently applicable agreement between the Ministry of Finance and a number of academic organizations for academics in the state. You are placed based on academic seniority (basic step 1-8) according to the applicable AC agreement.

Depending on your seniority and professional qualifications you can be employed as Special Consultant or Chief Consultant according to AC agreement’s Appendix 4 . You will in that case be placed as Special Consultant or Chief Consultant, lower steps. You can see the base salary steps on page 31 in State salary overview.

In addition to base salary there is the possibility to negotiate an individual qualification allowance depending on experience and qualifications. There will be attached a pension scheme of 18.07%.

Your job title will, based on your educational background, be either a lawyer or a procurement-law adviser.

Your employment area will be the Ministry of Urban, Rural and Transport with its institutions as applicable.
