About the job

Do you have a flair for implementation, communication and follow-up? Are you passionate about creating meaning in changes and ensuring things work in practice in collaboration with users and suppliers? Then you might be the person we are looking for in Holbæk Municipality's central procurement department.

About the position

We are looking for a proactive and structured development and implementation consultant for Holbæk Municipality's central procurement department, 'Purchasing'. Our ambition is to be more than a classic procurement department. Therefore, we focus on looking across the organization’s needs and challenges, identifying new potentials and leading the way in implementing the changes required to ensure well-functioning agreements with many users across the organization.

We are seeking a colleague who can take responsibility for implementing, change management, and contract management of the broad, cross-cutting service contracts, such as escorted transport, interpreter services and temporary staff – and who also has a flair for analyzing and developing new initiatives in the area.

You will be a key player in ensuring progress, creating meaning in processes and supporting changes so that users in the organization modify workflows and behaviors and utilize the cross-cutting service agreements optimally. You will also have responsibility for ongoing contract management and dialogue with the suppliers to ensure compliance with the agreements and that any challenges are handled.

We are looking for a person with strong relational skills and impact, who can drive processes forward, involve relevant stakeholders and at the same time be analytically sharp and creative. You will become part of one of the department’s three small teams – in your case the team responsible for purchasing, tenders and agreements related to the specialized social areas and cross-cutting service agreements in general.

Your tasks will mainly include

  • Implementation of changes related to cross-cutting service agreements, including organizing, defining roles, responsibilities and task distribution, workflows, data support, ensuring progress and follow-up on any sub-projects related thereto etc.
  • Contract management of cross-cutting agreements regarding services, such as follow-up on user satisfaction, challenges and complaints, follow-up and meetings with suppliers, as well as control and reporting on developments in the agreements’ economics and consumption.
  • Analyze consumption, needs and workflows in order to identify new opportunities for cross-cutting agreements, better agreement usage and financial gains.

About you

We value that you

  • have the ability to identify, develop and implement new development initiatives in the purchasing area based on data and experiences from professionals in the organization
  • are proactive, energetic and good at creating meaning in complex change processes, and capable of building relationships and creating understanding across professional groups and the organization
  • have a sharp understanding of contract logic and contract management, and can arrange and perform the right follow-up – both in relation to suppliers and internal users
  • have strong communication skills – both written, spoken and visual – and can use them for clear and explicit communication to different professional areas
  • have a broad interest in working with both people and processes in a purchasing context, and have experience turning that into practical results
  • are eager to engage in team collaboration, where cross-disciplinary sparring and projects weigh more than a sprint on concrete tasks

We offer

  • A central role in the development, implementation and follow-up of cross-cutting, broad agreements.
  • A daily life with great influence, independent responsibility and close sparring with experienced colleagues.
  • A professionally strong environment where your development and your competencies are in focus, and where you have the opportunity to grow in your role.
  • Flexible working hours in an open-plan office and the possibility of remote work.
  • An environment where humor and inclusivity create a strong community, and we pull together as a team.

About the Purchasing Department

The Purchasing Department in Holbæk Municipality is relatively large in a municipal context. In addition to our department head, we are 12 employees who work with tenders, e-procurement, contract management and procurement optimization in collaboration with all areas of expertise. We are broadly composed in terms of professional background, experience and age, which provides good dynamics in solving the shared task that binds us together.

We have a good handle on the classical procurement tasks, and therefore our focus is increasingly directed at the more complex areas where procurement expertise must be elevated and where requirements and agreements can be particularly challenging – including, among other things, when changes across multiple core areas must be created.

Does this sound like something for you?

If you have any questions, you are welcome to contact the Department Head Siv Kjær Wagner at tel. 7236 2384 or the procurement lawyer and future colleague Ann Katrine Kristensen at tel. 7236 4870.
