About the job

Do you dare to lead from the front and take responsibility for others in crisis situations? Do you have professional ambitions to help establish a strong and collaborative emergency preparedness organization in the City of Copenhagen? Do you see an important task in helping to create a common language for criticality across Copenhagen Municipality's seven administrations? And can you act proactively in critical incidents in crisis situations?

So please read on!

About the job

As an emergency preparedness leader in the Health and Care Administration (SUF), City of Copenhagen, you will be responsible for the administration's crisis preparedness. This applies at strategic, tactical and operational levels. The responsibility includes all our nursing homes, as well as home care that looks after citizens living in their own homes and who will also need help during a crisis. To succeed, close collaboration with, among others, principals, home care leaders and other actors is essential.

In addition, you will play an important role in helping to build a strong and future-proof emergency preparedness organization across the entire City of Copenhagen. This happens in collaboration with the municipality's other emergency leaders, who represent each of the administrations.

At the overarching level you will have professional responsibility to strengthen

  • tactical emergency leadership, professional and organizational leadership of SUF's total emergency preparedness, including development and maintenance of comprehensive emergency plans, implementation of national and regional requirements, and advising the corporate management on risks and preparedness.
  • crisis management and operational control, for both major and minor incidents, ensuring clear command channels and decision processes as well as planning and conducting exercises and scenario training
  • organizational resilience and ongoing development, including developing common procedures for major incidents, supporting, among others, principals and home care leaders in emergency and crisis management, ensuring cross-cutting collaboration on emergency issues as well as systematic follow-up and learning after any incidents
  • fulfilling the leadership role entails that you as a people leader will build a new unit (in growth), and must further develop structures, processes and collaborations across the administration and the entire municipality, while creating alignment between the strategic and the operational, and together with the center chief you contribute to the board and political committee having good opportunities to set a strategic direction for the emergency preparedness area

SUF has for several years worked on developing a strong emergency preparedness, but the ambitions go beyond that. Copenhagen Municipality, in collaboration with an external consulting firm, has prepared a thorough analysis that identifies the municipality's critical tasks in case of crises, and how we as a municipality should act timely and correctly. The analysis contributes to a shared managerial foundation for the municipality's work with resilience in the future.

In addition to a common solid picture of Copenhagen Municipality's emergency preparedness situation, a number of initiatives have been prepared to be implemented by 2030.

You can expect that you and the staff in the emergency area will physically sit together with colleagues from the other six administrations some days a week, and the remaining time with SUF in Telehuset at Borups Allé 41.

The first period

After a planned introduction, in the short term you will have to create an overview and insight into the area, including understanding the establishment of a common and binding crisis and emergency organization for the entire City of Copenhagen, while you learn the organization and the cooperation partners. It is essential that you build and maintain close relationships with principals and home care leaders. At the same time as you start the job, you will, in close collaboration with two colleagues, ensure coordination and progress in planned actions.

In the longer term you will contribute to ensuring that Copenhageners live safely and with confidence that the civilian emergency preparedness in the capital is functioning well.

About you

We envisage that you have a relevant long-term education, and that you also have substantial experience with crisis and emergency planning, including handling of emergency situations. It will be a plus if you have a strong understanding of the health and care sector's operations, including collaboration with public and private actors. Maybe this is your first leadership job – we do not require a formal leadership education. You

  • are able to work in a coordinating, structured and systematic way
  • have breadth – i.e., you are used to and have experience moving around in the different organizational levels in an organization, and can move from operational to being able to explain your more long-term considerations in connection with an overall emergency preparedness plan
  • have well-developed and especially good communication skills with a high degree of integrity, which you use in collaboration with many different internal and external partners
  • experience yourself as mentally robust and not easily overwhelmed when it gets intense – you navigate and collaborate with many different stakeholders, and you stand firm in your professional field
  • therefore must be strong in building relationships, good collaboration interfaces, actively contributing to cross-organizational collaboration and not least being able to see yourself as an important part of a politically governed organization

In addition you will have an independent role in the organization, which means that together with the employees you will find the best possible solutions. Since this is a newly established job function, you will have a high degree of influence over your job. In addition to political attention, you can expect support across the organization.

About us and the administration

The Emergency Department will become one of three departments in the Center for Quality and Preparedness, where you will join a management team consisting of three department heads and a center chief. In addition to the Emergency Department, the center consists of the Department for Quality and Citizens Safety and the Department for Data and Analysis.

In SUF we must ensure that the organization's approx. 420 leaders and approx. 11,000 employees have the best conditions to deliver high-quality service and care to citizens. The administration is responsible for about 10 percent of all elderly care in Denmark. Our size commitments, and it is therefore a natural ambition for us to create solutions of such high quality that we influence the national agenda in the elder care and health sector for the benefit of citizens, both locally and nationally.
