Project Manager for Public Procurement and Tendering

About the position

Holbæk Municipality has a professional approach to optimizing public procurement, and we have ambitions to be more than a classic procurement department. We focus on almost everything that smells of procurement, and we do it in close collaboration with all the municipality's core areas.

We are currently seeking a project manager/procurement consultant to independently manage procurement and tendering in the employment sector and for staff functions, as well as assist with support to a colleague regarding IT procurement. There will therefore be a certain breadth of tasks, ranging from procurement of employment services and IT systems to classic staff functions, such as audit services.

The primary tasks will be

• Analysis of new procurement areas and optimization of existing agreements
• Planning, preparing and conducting procurement of goods and services
• Join and lead working groups with professionals from very different backgrounds
• Re-negotiation of agreements and ongoing contract management
• Strategic collaboration with the core area on planning, prioritization and optimization of their procurement
• Provide ongoing advice on procurement rules and contract interpretation

About you

You are positive and trust-building, which enables you to collaborate and achieve results – both broadly within the organization and with external partners. You can quickly grasp complex issues and function well in a daily life where tasks and deadlines can change rapidly.

The ideal candidate has experience from a public procurement unit, project management education and experience with IT procurement. But you can also be a skilled project manager who, for example, has knowledge of public procurement processes from the bidder's perspective and a good deal of system understanding as well as an interest in IT. It would also be an advantage if you have knowledge of the Danish State and Municipal Procurement Service, including experience with SKI framework agreements.

About the Procurement Department

The Procurement Department in Holbæk Municipality is relatively large in a municipal context. In addition to our department head, we are 12 employees who work with procurement, e-commerce, contract management and procurement optimization in collaboration with all professional areas. We are broadly composed in terms of professional background, experience and age, which gives a good dynamic in solving the common task that binds us together.

We have a solid handle on the classical procurement tasks, and therefore our focus is increasingly directed toward the more complex areas where the procurement profession must be elevated, and where requirements and agreements can be particularly challenging – including IT, which is in rapid development.

You will encounter a workplace where your colleagues are both self-driven and team players. On the one hand, we emphasise the value of sparring across and between disciplines so that law and good commercial sense are brought into the best possible alignment. On the other hand, the department's procurement tasks are organised as independent projects, where the individual employee is responsible for all phases from analysis to tendering and implementation, as well as subsequent contract management.

Salary is negotiated according to the applicable collective agreement and experience through the workplace's shop steward. In connection with the hire, Holbæk Municipality reserves the right to obtain references. The workplace is Kanalstræde 2, 4300 Holbæk.
