Two section leaders for the Water Planning area

Climate change and security of supply set new requirements, and at the same time financial regulation requires us to be efficient. Therefore the Water & Urban Development area in HOFOR is undergoing a transformation to increase our ability to create long-term value through high professional excellence, efficient task execution and close cross-disciplinary collaboration.

This means that we must work in new ways, expand cross-disciplinary collaboration and ensure greater efficiency as well as better management of time and finances in our projects.

As part of the transformation, we have carried out an organizational change and established several new sections. Therefore we are now seeking a number of section heads who will help translate the goals into results.

Building a new project development function

In HOFOR's Water Planning area we are seeking two section heads who will play a central role in this development. In an interdisciplinary collaboration you will be responsible for building and further developing a project organization whose primary focus is to drive construction projects forward until the framework is in place, and the projects are therefore mature and ready for realization.

We are looking for two section heads who share many characteristics, but differ in the projects the sections work on.

• Section Water Project Development Copenhagen

primarily develops wastewater projects in the Municipality of Copenhagen. The section currently consists of about 10 employees and is expected to grow in the coming years. In addition, the section works with renovation projects for the drinking water pipeline network across HOFOR's supply area

• Section Water Project Development Surroundings

develops projects in the surrounding municipalities and catchment area. Here work is carried out on both wastewater projects and drinking water projects, including projects linked to HOFOR's source locations and drinking water supply outside the owner municipalities. The section currently consists of about 13 employees and is also expected to grow.

You create direction, coherence and momentum

As a section head you will have the managerial responsibility for project managers, program managers, specialists and program leaders. You must create the right framework for the employees to succeed, while ensuring progress in complex projects and close collaboration across the organization.

Your main tasks will include

• Lead, develop and support the section's employees
• Mature projects and ensure that key clarifications occur early in the process
• Lead the projects up to obtaining the most important permissions
• Stakeholder management and close dialogue with the owner municipalities
• Create good collaborations with, among others, Construction & Civil Engineering, Operations, Legal and other areas
• Represent HOFOR in collaboration with authorities, owner municipalities, steering committees and other key stakeholders
• Coordinate decision-making processes and set direction for the section and support the continued development of the organization

You are an experienced leader with a focus on cross-disciplinary collaboration

In this role, you thrive in a complex stakeholder landscape. You are robust, collaborative and pragmatic in your approach to tasks. At the same time you take initiative, build relationships across the organization and see value in creating solutions through dialogue and collaboration.

With you you bring an academic education and solid experience with project or program management within larger projects. Experience from the utilities sector is an advantage.

We anticipate that you

• Have a minimum of 3-5 years' experience in people management
• Have experience leading specialists, project managers or similar professional profiles
• Have experience with stakeholder management as well as project and portfolio management
• Have solid written and verbal communication skills
• Thrive on creating structure and direction in an organization under development.

In the role, it will be important that you as a leader can create calm and direction in a new organizational reality, build a solid project organization and ensure that the projects are transferred mature, well thought through and ready for realization.
