About the job

Would you like to help strengthen quality, trust and accountability in the specialized social sector? Some of Odense Municipality's most vulnerable citizens receive support at private housing and residential care facilities. This places great demands on the quality of the services we collaborate with, on our ability to follow up on the agreements and on ensuring that the community's funds are used responsibly.

At the same time, we know that the area can be vulnerable to fraud, misuse and financial irregularities, which we as a municipality must be better at preventing, detecting and responding to. Therefore we are now seeking an engaged and purpose-driven employee for a newly created 3-year position in Procurement and Contract Management.

You will become part of the work to build and develop the municipality's efforts against welfare crime and at the same time strengthen our collaboration with private housing and residential care facilities, which play an important role in the specialized social area. The position is part of an area with strong political and managerial focus, where we work to create better coherence between quality, economy, control and collaboration with the market.

This is a position for you who want to make a difference, be involved in building something and influence an important area in the coming years.

You will be part of a strong professional community You will work closely with a colleague who for several years has worked with supplier and contract management in the specialized social area and has built a strong knowledge of both the market, the suppliers and the collaboration with the municipality's departments.

You will complement each other.

While your colleague mainly works with supplier management, contract management and development of the area, you will, among other things, contribute with data collection, analysis, risk assessment, coordination and development as well as implementation of measures against welfare crime.

The effort is also linked to a close sparring partner who contributes with project management and development of the area to ensure that good frameworks are created around you and that a clear direction is set for the area.

The effort must be developed and raised with a large understanding for and in close collaboration with leaders and employees in the specialized social area and Odense Municipality's control unit against social dumping.

We believe that the best results are created together, and the ambition is that you, in collaboration and in close cooperation with both internal and external parties, will help shape and develop an area that is expected to have great significance for the municipality in the coming years.

What will you work with? You will work at the intersection of data, collaboration and development.

Your tasks will include, among other things

  • collect, compile and translate knowledge across administrations and professional areas
  • prepare analyses, decision proposals and management information
  • work with risk assessments of private housing and residential care facilities
  • create an overview of risks and development trends in the area
  • develop methods and workflows that bind control, contract management and supplier collaboration more closely together
  • participate in and strengthen cooperation with both internal and external actors

In this way you will be part of fighting and preventing welfare crime and creating a more cohesive and coordinated effort in the area.

There is not talk of a job with fixed boxes and narrow boundaries. You will have a great opportunity to influence the tasks yourself and to help develop the area.

Who are you? You do not need to know all parts of the area from day one. But it is important that you are good at building relationships and meet others with credibility, curiosity, respect and commitment to succeed in the role.

We are not looking for a specific education, but ideally you have relevant experience that you can bring into the task. It may have been gained in the specialized social area, in public or private sector or with tasks such as control and supervision, contract-, analysis- or more cross-cutting development work.

Your path into the job can look different. Your background may be administrative, social-scientific, academic or something else. The important thing is the experience and the personal and professional competencies you bring with you.

The most important thing is that you

  • are curious and want to and have the ability to understand and navigate complex problem statements
  • have good analytical abilities and can create overview and structure
  • work systematically and follow up on tasks and agreements and can make things happen in practice
  • communicate clearly and professionally
  • can thrive by collaborating across and with respect for other professionalities and organizations
  • want to learn new things, be brave in it and develop yourself in collaboration with others.

We are more interested in your motivation, your experiences and your potential than in the exact title on your degree.

Therefore you should apply With us you get the opportunity to

  • to make a real difference in an area of great social significance
  • to work with an agenda that has strong political and managerial attention
  • to become part of a close and constructive professional collaboration
  • to work with exciting issues where control, collaboration, analysis and development go hand in hand
  • to become part of a professionally strong community and a committed and collegial office
  • to develop your competencies through sparring, responsibility and influence.

In short, you get the opportunity to make a difference, leave your mark on an important area and become part of a strong professional and collegial community where we help each other succeed.
