Program Manager for Styrket Almen – a cross-cutting transformation of the children and youth area in Høje-Taastrup Municipality

Would you like to help shape the future universal area and set the direction for one of the municipality's most important development tracks?

The political vision in Høje-Taastrup Municipality is clear: All children and young people who can benefit from being part of the universal area should be. At the same time, we see — like many other municipalities — an increasing number of children, youths and families with complex needs.

Therefore we have launched an ambitious and targeted development effort to strengthen the quality of the universal area and ensure that children and youths thrive, develop and receive the right support in the universal communities. The aim is that the universal area can to a greater extent accommodate and support children and youths so that fewer require a specialized offer.

This transformation of the entire children and youth area, we call Strengthened Universal. The program consists of six interconnected tracks that together must create a lasting transformation of the area.

As program manager you will be responsible for creating a common direction, momentum and coherence across the children and youth area. You will, through professional program management, support translating political ambitions into concrete practice. You will do this in close collaboration with the area's leaders, managers and the director.

Strengthened Universal in six tracks

Track 1 : Development of a simpler and more transparent governance and financial basis that strengthens the quality in the universal area and supports data-driven decisions.

Track 2 : Development of a common professional foundation and strengthening of essential professional competencies across early childhood, school and support functions.

Track 3 : Organization of workflows, including for visitation, which shall support preventive and practice-oriented cross-disciplinary collaboration around children and families in the universal area.

Track 4 : An organizational starting point in early intervention, which shall ensure that children already from preschool meet the right offers and interventions in the universal and special areas.

Track 5 : Development of structures and workflows that strengthen the quality of the specialized services and ensure the greatest possible link to the universal area.

Track 6 : Development of workflows that take as their starting point citizen involvement, and where the relationship with and collaboration with children, youths and parents leads the way in decision-making processes concerning them.

Strengthened Universal is an approach that rests on a vision that good solutions must be found in cross-disciplinary collaboration very close to the everyday lives of children, youths and families in the universal area. As a professional coordinator you must carry this approach with you into your other tasks.

About the job

You will report to Tanja Steffe Nøhr, who is the center manager for the Children, Youth and Family Center (BUF) and is responsible for the cross-cutting Strengthened Universal and the political Task Committee for the Well-being of Children and Youth .

Your job includes strategic and political tasks across the two professional centers of the children and youth area. At the same time you will in selected contexts support the director of the overall children and youth area.

It requires that you can navigate safely in a politically governed organization, translate strategic direction into action, create good frameworks for cross-organizational collaboration and at the same time have an eye for the political ambitions.

The job content and tasks

As program manager you will support the cross-cutting professional leadership of Strengthened Universal across the children and youth area. The role requires that you can create direction, commitment and momentum through strong professionalism, relationships and strategic leadership of the program tracks.

You will have a cross-cutting function where you will among other things handle the following tasks:

• Program management of Høje-Taastrup Municipality's overall development program Strengthened Universal , including responsibility for momentum, coordination and development across the six tracks. You will support the steering group, develop cross-cutting governance tools and ensure coherence between the program’s goals, actions and results.
• Support to the Director of the Children and Youth Directorate regarding cross-cutting themes and tasks.
• Ensure coherence and coordination between Strengthened Universal and the §17.4 task committee for the Well-being of Children and Youth as well as the cross-cutting meetings of child and youth leaders (BUL) on strategic direction and implementation across the entire children and youth area.

The tasks reflect the most important focus areas at start-up. The task portfolio will be adjusted continuously in line with the program's progress, development and the area's needs. You will therefore have good opportunities to shape and develop the tasks going forward.

We need you who recognize the following...

You have experience from a chief consultant function or an equivalent strategic development role, where you have worked with program or change management in complex organizations.

You have documented experience in delivering results within support for the 0-18-year-old area and with insights into interventions that strengthen the universal area. Your background could be from school, early childhood, youth or family areas.

You thrive in complexity and are skilled at translating strategic ambitions into concrete proposals and initiatives. You are able to coordinate and strengthen collaboration across disciplines, centers and management levels in an organization with many stakeholders and agendas.

You collaborate through strong relationships, professional depth and clear program leadership, wherein you coordinate efforts around Strengthened Universal with the other responsible consultants in our staff. At the same time you can independently drive processes and engage in close collaboration across the organization, including school leaders, PPR leadership, authority heads, cluster leaders in early childhood and club leaders.

You have political acumen, an eye for the interaction between policy and operation, and experience in supporting top management in complex development and change processes.

Organization of the Children and Youth Area

The Children and Youth area in Høje-Taastrup Municipality is organized into two centers that work closely together; the School and PPR Center (SPC) with Per Spile Trudslev as center manager and the Children, Youth and Family Center (BUF) with Tanja Steffe Nøhr as center manager.

The two center managers and the Director of Children and Youth form the steering group for the Strengthened Universal initiative. As program manager you will report professionally to the steering group and work across the entire area.

In your task execution there will be close collaboration with all managers from the entire Children and Youth Area and support for the director.
