Unit Manager for the Housing and Daycare Services Area – be part of shaping the future of specialized services

Do you want to be at the forefront of developing the housing and daytime services of the future in Ballerup Municipality? We are seeking a strategically strong leader of leaders who can create a common direction, develop our specialized offerings, and bridge professional expertise, finances and citizens' needs.

Your key tasks

The Center for Social and Labour Market is entering a new development phase, where we must translate professional and strategic ambitions into future offerings and initiatives for citizens.

As a section head you will have the managerial responsibility for the Housing and Daytime Services area and must achieve results through the area’s five experienced principals. You will also become part of the center management and share responsibility for the development of the entire Center for Social and Labour Market.

One of your first major strategic tasks will be to lead a mapping of future needs and the range of offerings within the specialized social sector. Together with the center director, the center management, the principals and key partners you will create a stronger knowledge base for the long-term decisions about the municipality's own offerings.

As a section head you report to the center director and are part of the center management in the Center for Social and Labour Market.

You will have personnel and managerial responsibility for five experienced principals within the area’s offerings. The principals are responsible for daily operations, personnel management, professional quality and finances for their respective offerings. Your task is to lead through the managers and create a clear common strategic and professional direction across the area.

Therefore, the position includes both leadership of leaders, strategic development, cross-cutting collaboration and a significant politically oriented role.

Who we are

The Center for Social and Labour Market was established a little over two years ago by bringing the social and employment areas together in one center. Since then we have worked to consolidate the new organization, create a common leadership direction and strengthen coherence across the center’s different professional areas.

We are now at a new place. The organization is consolidated, and we are ready for the next phase in the center’s development. It is also a phase in which the framework around our core tasks is undergoing substantial change.

In the employment area, a new employment reform must be translated into practice and help set the direction for the future employment efforts. In the social area, we face a significant professional, strategic and financial development task. An external analysis of the specialized social area has given us a new starting point for work, including governance, coherent citizen pathways and the development of the municipality’s own offerings.

The common ambition for development is to create interventions that are based on citizens’ resources, needs and possibilities – and to think across traditional professional and organizational boundaries. The linkage between the social area and the employment area is central, just as collaboration with the municipality’s other welfare areas is increasingly important.

The Housing and Daytime Services area includes Ballerup Municipality’s own housing, daytime and education offerings within the specialized social sector.

The offerings cover different target groups, forms of provision and professional specialisms and include, among other things, residential services, STU and daytime activities under the Social Services Act § 104.

The common goal is high professional quality and supporting citizens’ opportunities for a meaningful life with as much independence, development and participation in communities as possible.

Hiring process and salary

The start date is 1 January 2026.

The first round of interviews is expected to be conducted on Tuesday, 10 November 2026, between approximately 12:00 and 20:00.

Between the first and second interviews, candidates invited to the second round will complete two analyses, namely an intelligence and skills analysis and a personality analysis. In connection with the analyses, candidates will participate in a personal interview with the recruitment consultant.

In addition, one or more cases will be sent prior to the second round, where candidates in the second round present their views on and solutions to the case material’s issues.

The second round of interviews is expected to be conducted on Tuesday, 17 November, between approximately 12:00 and 20:00.

Both rounds are expected to be conducted in person at Ballerup Town Hall or at World Trade Center Ballerup. Location will be finally announced with the invitation to interviews.

The position is, as a rule, full-time and a permanent position.

We offer salary and employment terms according to either the collective agreement for managers under administration and IT etc. in municipalities or the collective agreement for managers under academics employed in municipalities.

The salary range for the position is DKK 56,174 – 69,174 per month excluding pension (37 hours per week).

Indication is made according to the principles of local salary formation and after agreement with the representative organization.

Salary is determined based on negotiations between Ballerup Municipality and the trade organization that holds negotiating rights under the relevant collective agreement. In determining salary, weight is given, among other things, to your education, relevant experience and qualifications.
