Welcome to Public Procurement in Lyngby-Taarbæk Municipality

In Lyngby-Taarbæk Municipality we work ambitiously with procurement, purchasing and contract management. We are today 10 specialized employees in the Department for Procurement and Purchasing, handling tasks within procurement, contract management, e-procurement and advisory.

In the coming years we will particularly focus on professionalizing procurement across the organization – therefore we are expanding the department with 3 new colleagues, including this position as procurement partner.

As part of the municipality's work to create financial elbow room, there is a politically decided ambitious effort to professionalize procurement across the organization. The effort shall contribute to fewer and more appropriate purchases, better use of agreements and more efficient workflows.

You will become a central part of the work to translate ambitions into concrete improvements and financial results in close cooperation with the municipality's subject areas and managers.

In Procurement and Purchasing we are a staff function, and we place great emphasis on being good partners with our colleagues in the organization. This implies that we focus on the organization's needs and are curious about their professional expertise while challenging and inspiring them in connection with their procurement and task performance. It also means we are happy to move away from the town hall and visit the different locations in the municipality.

Our work is data-based, and we conduct both larger and smaller analyses, so we continuously can keep focus on ensuring the municipality's funds are used as efficiently as possible and so we continually focus on finding the next potentials where the municipalities' resources can be optimized and made more efficient.

We collaborate with many different professionals in the organization, e.g. nurses, pedagogues, administrative staff, managers and directors. We collaborate with SKI (State and Municipal Procurement Service) and with our purchasing community ICØ (Purchasing Circle East).

You will become part of a professionally ambitious environment, where we highly value quality, collaboration, sparring and humor, and where we prioritize competence development. We think it should be exciting and fun to go to work. We take good care of each other – even when it is busy.

Your tasks

As procurement partner you will play a central role in professionalizing procurement across Lyngby-Taarbæk Municipality. An important task will be to support procurement to be more integrated into the management task in line with e.g. personnel leadership.

You must in close collaboration with managers and staff carry out development and change projects that strengthen procurement behavior, create financial elbow room and contribute to a more efficient use of the municipality's resources.

Some of the projects to be initiated in 2027 are reducing the organization's procurement and a change in the organization's purchasing behavior. We want to achieve higher contract utilization, increase purchases via e-procurement, reduce the time spent on procurement processes.

We want to provide the right procurement agreements so we can reduce the number of purchases in physical stores, so the municipality's employee resources are used on the core task. We want to make it easy for the organization to use procurement agreements and we must focus on ensuring our colleagues have the right knowledge and the right tools at hand when they need to buy.

As procurement partner you are a proactive advisor and sparring partner for managers and staff across the organization. You help the departments identify opportunities to reduce and optimize procurement, use existing agreements and develop a more appropriate procurement practice.

You must be able to challenge existing habits, create engagement and help translate analyses and recommendations into concrete actions and results.

You will among other things

  • be project leader focusing on progress and quality in cross-cutting strategic procurement initiatives and change projects
  • work with change management in close collaboration with the leaders of the respective departments
  • prepare material that can be used for training and competence development
  • analyze data and find potentials for new initiatives and new areas, e.g. that can be put out to tender
  • translate data into management tools and set goals for various KPIs
  • systematically follow up on the departments' procurement, contract utilization and purchasing behavior and contribute to management information that supports concrete improvements
  • advise departments and managers on larger single purchases, including needs assessment, choice of procurement method and opportunities to use the municipality's existing procurement agreements
  • translate, produce and visualize data in PowerBI and communicate concrete recommendations both in writing and verbally to different management levels, e.g. institutions, corporate management and the executive board

Your profile

You probably have a relevant advanced degree in economics, procurement, supply chain management, social science or similar.

You may have experience with contract management, supplier management, financial management, tendering or procurement, e.g. as contract manager, tender consultant, procurement consultant or financial consultant. You may also have experience from other departments in a municipality where you have been involved in procurement processes. The most important is that you are curious and want to work with all aspects of public procurement.

It would be an advantage if you

  • have a good understanding of how a politically governed organization works, and can navigate the intersection between professionalism, economy and operations
  • are approachable and can adapt your communication to different target groups so the message is clear and precise, both in writing and verbally
  • are collaborative and can build good relationships across the organization
