About the job

About the Job: Do you want to lead a central part of the IT delivery in Denmark's second-largest municipality – and create a more coherent, transparent and user-oriented delivery organization?

Common IT and Digitalisation is seeking a Delivery and Service Manager with overall responsibility for delivery management, collaboration with mayoral departments, and service and support development. You will occupy a key position in the leadership of Common IT and Digitalisation and have a clear mandate to create coherence, prioritization and progress across operations, services, coordinated efforts and projects. You will manage managers and be responsible for ensuring a strong interaction between multiple teams and sections.

Aarhus Municipality is a large and complex organization where stable IT operations, good user experiences and secure execution of changes and projects are essential for the municipality’s core tasks. We are in the process of strengthening our delivery organization so it becomes easier to navigate our organization and more transparent how we prioritize and follow up.

The goal is for the organization to experience one more coherent entry point and a stronger link between operations, support, service development and new initiatives and projects. As a significant part of this area of responsibility it includes continued focus on standardization and harmonization of services, processes and roles.

As Delivery and Service Manager you will be a central link across the organization, the local digitalization departments and other partners. You must be able to stand firmly in the daily operational reality and be able to lift your gaze: translate strategy and needs into priorities, develop the organization and drive a culture where we move from firefighting to systematic improvement with a focus on development.

Your key tasks will be

  • secure coordination, prioritization and follow-up across Common IT and Digitalisation deliveries, including projects, and create clear transparency about status, dependencies and progress
  • have overall responsibility for IT support and the ongoing development of service offerings, processes and user experiences as well as assume the managerial responsibility during major outages, major incidents and in IT readiness
  • lead and develop leaders in the delivery organization and create clear roles, responsibilities and decision spaces
  • strengthen collaboration and expectation management with mayoral departments, internally in the Mayor’s Office and other stakeholders
  • systematically follow up on quality, user satisfaction and performance and translate data and feedback into concrete improvements
  • ensure professional reporting and decision support to the Digital Steering Group and other leadership forums
  • develop collaboration and interface models that make responsibilities and deliveries clear across the organization
  • contribute to the department's strategic and organizational development in close cooperation with the head of Common IT and Digitalisation and the other leadership

The role also entails a deputy function for the Head of Common IT and Digitalisation within IT operations as well as service and delivery areas. This means that the position requires both managerial weight, organizational judgment and the ability to make decisions in a complex operational reality.

Your profile: We are looking for an experienced leader who can combine strong operational and delivery understanding with relational leadership, change capability and an eye for the overall organization. You do not need to be the deepest technical specialist, but you must understand the logic of a complex IT organization and be able to ask the right questions, prioritize and gain followership.

We especially emphasize that you

  • have documented experience in leading both staff and managers
  • have experience with delivery management, IT service, operations or similar complex service and delivery areas
  • can create structure and overview in many parallel deliveries and at the same time maintain focus on what creates value for users and the organization
  • are strong in change and transformation leadership and can translate new frameworks and processes into real behavior and practice
  • build strong relationships and can create collaboration across disciplines, organizational boundaries and interests
  • communicate clearly and trustfully and create transparency through clear and ongoing expectation management
  • work data-informed and systematically with quality, performance and continuous improvement
  • have organizational and strategic understanding and can navigate in a politically led organization with many stakeholders
  • maintain calm, direction and decisiveness, even when operations are under pressure or priorities change.

You have a relevant higher education or another background that, together with your experience, provides you with the necessary competencies. The crucial thing is your leadership strength and your ability to create coherence between people, operations, service and development.

Why you should choose us: You will obtain a central leadership role with a real opportunity to shape how a large municipal IT organization delivers and develops its services. The task is both concrete and ambitious: We want to create a more professional, coherent and user-oriented delivery organization with clear agreements, stronger prioritization and continuous improvement.

You will become part of the management in Common IT and Digitalisation and have close collaboration with the head of Common IT and Digitalisation, fellow managers and the digitalization departments across the municipality. You will thus be close to both the operational IT reality and the strategic decisions.

We place emphasis on high professionalism, trust, clarity and collaboration. As a leader you receive a large mandate, but also a large responsibility to create followership and bridge between different perspectives. With us, stable operations and high service quality must go hand in hand with development and change.

Salary and terms of employment

Salary and terms of employment will be in accordance with the applicable collective agreement. Final salary determination is subject to negotiation with the negotiating committee of the relevant professional organization based on qualifications.

Weekly working hours: Without fixed service time

The position is a permanent role.
