Lawyers with a focus on the cyber domain for the legal department at the Agency for Societal Security

Would you like to work at the intersection of law, cybersecurity and national crisis management and, among other things, help ensure that Denmark's National Situation Center operates on a solid foundation? We are seeking a number of lawyers who will help strengthen the legal foundation in the Agency for Civil Security and Emergency Preparedness.

In the Agency for Civil Security (SAMSIK) we work with advisory services and communication to authorities, businesses and citizens about prevention and management of the threats society faces. In addition, we handle contingency planning and tasks relating to the coordination of national crisis management. SAMSIK is also in the process of establishing a joint situation center, which among other things shall support the National Operational Staff (NOST).

The Agency for Civil Security reports to the Ministry of Civil Security and Emergency Preparedness.

Your role and your tasks

The Legal Office is the central unit of the agency for legal advice, statutory interpretation and quality assurance. The unit supports the agency's management and professional areas by ensuring that the agency's tasks are performed in accordance with applicable law, administrative-law principles and the agency's strategic framework. We work closely with the management, professional offices, the ministry and other authorities.

You will be required to work with both strategic and operational legal tasks and act as a close sparring partner in relation to the development of a national situation center and the agency's activities in the cyber domain .

You will among other things come to work with

• Handling of security-related issues, including a focus on the protection of critical infrastructure.
• Concrete legal case processing, including handling of access requests.
• Preparation of notes, policy decision briefs and initiatives.
• Quality assurance of concrete products and advising the agency's other offices.

About you

You are educated LL.M. or MSc in Mercantile Law and have a high professional level.

In addition, we expect that you

• Have analytical abilities and can translate complex problems into concrete decision proposals.
• Can prepare legal assessments of the overall operative cyber activities, including incident management and information sharing
• Can work independently with legal analyses, make decisions and translate legal requirements into concrete, operational solutions
• Can interpret and apply relevant cybersecurity and emergency regulation including NIS2 and CER
• Have good collaboration skills and contribute to a good working environment.
• Can help create overview and good frameworks for the offices' task execution.

The position requires that you can navigate securely in a complex legal and political landscape and at the same time translate rules and risk assessments into clear, practically applicable solutions in an operational context. Additionally, there will be a need for collaboration with the ministry, other authorities and international actors, including in EU and Nordic contexts.

About the office

The Legal Office is organizationally anchored in the agency's "staff area" and functions as an across-the-board support function. The office works closely with the management, professional offices, the ministry and other authorities to ensure a holistic and rule-of-law oriented administration.

Daily life is characterized by a fast pace, complex problems and great responsibility – but also by professional pride, engagement and a clear common direction.

Salary and terms of employment

You will be employed under the State Academic Pay Agreement (overenskomsten for akademikere i staten), and placement will depend on qualifications and experience.

The employment area is the Ministry of Civil Security and Emergency Preparedness. It is a condition of employment that you can obtain security clearance at the classification level SECRET and maintain the security clearance throughout your employment.

The position is a permanent full-time position and is to be filled as soon as possible.

The work location can, by arrangement, be both Datavej 20, 3460 Birkerød and the agency's location at Holsteinsgade 63, 2100 Copenhagen Ø.
