About the job

Are you eager to be part of a staff function that provides high-quality legal advice to the Climate-, Environment- and Technology Administration's policy committee, management, and the administration's four departments?

About the job

Your workplace will be the legal staff unit Stab Jura, which is centrally located in the Climate-, Environment- and Technology Administration of the City of Copenhagen. The lawyers in Stab Jura function in practice as the administration's in-house legal advisers with particular expertise in the private-law, public-law, data protection law, and liability areas. We work closely together in the unit's three teams and across tasks and competencies.

We currently consist of 13 committed colleagues and the administration's legal head.

You will become part of our Privatret og Samarbejder (Private Law and Cooperation) team, which today consists of three lawyers, including a team coordinator. The team's tasks are varied, and we advise all parts of the administration on private-law issues in a public-law context as well as on data protection and information security.

This can include advising on contract formation and interpretation and negotiating contracts, municipal power-of-attorney issues such as authority questions in relation to urban development desires and public-private partnerships, advice on state aid, intellectual property issues both in relation to the municipality's own outputs and in relation to private suppliers, and much more related to the administration's tasks between being a public authority and a private party.

The team also advises on GDPR-related matters, including the implementation and development of new technologies such as AI/artificial intelligence.

Your tasks will include

  • municipal-law advice on the administration's competencies, possibilities and framework in the private sector
  • legal sparring on the municipality's opportunities to engage in concrete public-private partnerships
  • contract formation and interpretation with particular focus on municipal-law aspects
  • advice on state aid rules in a municipal context
  • guidance and advice on power-of-attorney questions, including authority questions in relation to particularly urban development wishes and the climate area
  • dialogue with both the municipality's internal lawyers in other units and administrations as well as external stakeholders and partners, including the municipality's companies in the Climate-, Technology- and Environment Administration area (ARC, HOFOR, By & Havn, etc.).

The past year the team has worked on municipal-law issues such as

  • municipal infrastructure, including legal aspects of construction and maintenance of paths and parks
  • utilization of harbor areas and quays and also the special historical obligations for Copenhagen that follow from this
  • authority questions and legal frameworks for implementing AI in the municipal administration as a supporting tool in case processing
  • authority questions in relation to municipalities' possibilities to advertise for others
  • legal advice on other private-law matters in connection with external collaborations and projects.

About you

You are trained cand.jur. or cand. merc. jur. with a solid professional level. We value that you have

  • understanding of or interest in the interaction between municipal law and private law
  • insight into or interest in municipal law, municipal power of attorney and administrative law
  • experience with or interest in municipal authority tasks
  • good collaboration and coordination skills as well as the ability to communicate complex legal issues clearly and practically in a business context.

You may be a recent graduate or have a couple of years of experience from either a municipality, the law firm sector, the central administration or the like with advisory on private-law in a public-law context. It is also an advantage, but not a requirement, that you have experience with municipal power of attorney and state aid law as well as working in a politically governed organization.

As the administration's central in-house lawyers, our daily life is characterized by unpredictability and our task portfolio spans a wide range. The most important is therefore that you are able to familiarize yourself with new legal issues. In addition, we place weight on you

  • seeing yourself in the role of adviser
  • having strong analytical abilities
  • being quality-conscious, thorough and able to maintain an overview in complex processes
  • communicating clearly and understandably in writing and orally
  • being prepared for the challenges and opportunities that a varied and sometimes unpredictable municipal everyday life offers.

We offer

We offer an exciting job in the country’s largest climate, technology and environment administration with a wide range of legal challenges. We focus on your professional and personal development, and in addition to all the legal work you will gain extensive knowledge about the city of Copenhagen and the direction set by the politicians and which we implement through our advisory work.

You will become part of a professionally strong, engaged and collegial working environment with a focus on quality, cooperation and room for both humor and balance in daily life.
