About the job

From common principles to concrete change

The 17 municipalities have agreed on three common municipal principles

Common on contracts and tariffs

Common on quality

Common on residential care homes

The principles are intended to strengthen quality for citizens, contribute to a more well-functioning market and support a sustainable economic development.

We are already well underway. The development program consists of a number of concrete actions, and several common solutions have been developed or are being implemented – among other things within social service procurement, contract management, quality, capacity and collaboration with suppliers.

Your task will be to ensure the next phase.

The role combines strategic program management, professional development and secretariat support. You must create coherence between the common decisions, the program's actions and the concrete practice in the municipalities, and ensure that experiences from the implementation are used to develop the next solutions.

A new Region Østdanmark opens up new opportunities

From 1 January 2027, Region Zealand and Region Capital will be merged into Region Østdanmark. This creates a new reality and new opportunities for collaboration in the specialized social sector.

An important task in the coming years will therefore also be to help develop the relationship with the new region and over time contribute to thinking about operations and development in the social area even more closely together as one integrated area.

This requires an eye for both daily operations and long-term development – and the ability to navigate in a reality where organizations, collaboration relationships and framework conditions are changing.

You must get 17 municipalities to succeed together

You will play a central role in driving the development program and translating shared ambitions into concrete results.

You will, among other things, be responsible for

  • driving and further developing the joint municipal development program
  • ensuring progress and implementation of the common municipal principles
  • developing new common solutions together with the municipalities and our other partners
  • analyzing professional, financial and organizational issues, following up on the results of the initiatives and preparing decision papers for administrative and political processing
  • supporting collaboration with Region Østdanmark, suppliers and other central actors
  • developing common guidelines, models and practical tools within, among other things, social procurement, contract management, quality and capacity
  • preparing and following up on meetings in relevant management fora and working groups and ensuring coherence between decisions and actions

You do not have to solve all tasks yourself, but you must create an overview, clarify responsibilities and ensure coordination and follow-up so that the initiatives move forward. This is done in close cooperation with the municipal leaders and employees who are responsible for the local implementation.

You must be able to work alone – and succeed through others

This is an important part of the job.

There will often be days when you yourself must analyze a difficult issue, write a decision paper or structure a project and drive it forward without a large project secretariat around you.

You must therefore be independent, structured and proactive and comfortable taking responsibility from problem to finished product.

But the biggest results cannot be achieved alone.

You must also be strong at bringing people together, building relationships and driving development together with others. You must be able to create buy-in among 17 municipalities with different needs and interests and collaborate with Region Østdanmark, suppliers and other actors.

In short, you must be able to work independently and get others to succeed together.

Who are you?

Your educational background is less important than what you can do.

We imagine that you have solid experience with project-, program- or process management and have tried to create results in complex organizations.

We place particular emphasis on the following

  • have experience from a politically led organization and can understand complex professional, financial and governance issues.
  • can drive complex development and implementation processes
  • work very independently and take responsibility for progress and results
  • at the same time be a strong relationship builder and can create followership without formal managerial responsibility
  • are analytically strong and can translate complex issues into simple and practical solutions and decision papers
  • can operate closely with administrative and political decision-making processes.

Knowledge of the municipalities, the specialized social sector, procurement or contract management is an advantage – but the most important is that you can drive complex processes and make things happen .

Your workplace is all of Zealand

Your daily workplace will be in Greve Municipality, where the secretariat for Rammeaftale Sjælland is located, but you will work closely with leaders and staff in all 17 municipalities and with a wide range of external partners.

You will have a high degree of autonomy and a rare opportunity to influence the development of an area with great political and administrative attention.

We have already set a common direction.

Now we are looking for you who can help turn it into results – and set the direction for the next step.

We look forward to receiving your application and hearing more about your competencies and perspectives on how to lead complex problems through effective project management.

The position is classified as Chief Consultant under the agreement for academics in the municipalities with the possibility of negotiating an allowance depending on qualifications and competencies.

We would like to receive your application no later than November 6 and we will conduct interviews in week 47. Start date 4 January 2027.

If you have questions about the position you are welcome to contact the Vice Municipal Director in Greve Municipality and Steering Group Chair Morten Bøgelund Andersen at tel. 25234753.
