Development consultant with a focus on citizenship

Therefore we are looking for a development consultant with a focus on citizenship , who can translate ambitions and visions into action and create connections between people, ideas and organizations. You will be a central driving force in strengthening the dialogue between the municipality and the local communities, supporting citizens' initiatives and developing collaborations that make a real difference for the municipality's development.

Our political vision is that Guldborgsund Municipality should be a place where everyday life works, people thrive, and communities are strong and inclusive. We want to further develop the municipality in open interaction between politicians, citizens, businesses and civil society.

You will help strengthen the dialogue between the municipality and the local communities, support local initiatives and create connections between people, ideas and opportunities. You do not need to have all the answers. On the contrary, you should be good at asking the right questions, opening the right doors and bringing together people who can together create change.

Your most important task

As a development consultant you will be a central driver in the municipality’s work with citizenship.

We work from the municipality’s core task

We must strengthen citizens’ opportunities to master their own lives and, in collaboration with the citizens, ensure that everyone can participate in relevant communities.

You will help create good conditions for citizens to engage in the development of their local area and the municipality as a whole. At the same time, you will help the organization become even better at meeting citizens’ initiatives and inviting to real dialogue and collaboration.

You will, among other things,

• develop and drive initiatives that strengthen citizenship, participation and local communities
• create and facilitate dialogue between citizens, politicians, associations, businesses, civil society and the municipality’s areas of responsibility
• help build bridges between local actors and the relevant parts of the municipal organization
• plan and facilitate citizen meetings, workshops, networks and other dialogue processes
• contribute to developing methods and experiences with citizenship that can be used across the municipality
• drive and coordinate citizenship in concrete development projects and collaborations
• contribute to political issues, strategies and action plans in the citizenship area
• follow initiatives to the door and ensure learning and anchoring

You will, among other things, support the direction that the municipality already works with in the citizenship area. In the current political work, for example, there are open dialogues about the possibilities, challenges, demographics, social trends, population development and development potential of the local areas.

Who are you?

The decisive thing for us is that you can create relationships, trust and progress. Your educational background does not have a direct bearing.

We imagine that you

• have experience with and are strong at creating relationships and can collaborate with many different people
• enjoy being out among citizens and local actors and at the same time can navigate a politically governed organization
• are a skilled facilitator who can create room for constructive dialogue
• can see opportunities and connections across people, disciplines and organizations
• can translate overarching political ambitions into concrete activities and results
• have experience with project management, process facilitation, citizen involvement, local community development or similar
• work independently and in a structured way and manage to maintain momentum in processes with many stakeholders
• communicate clearly and can tailor your communication to different target groups
• are curious about people and aware that different local areas and communities have different starting points

It is an advantage if you have relevant experience from a municipality, civil society, associations, local development or another politically led organization.

You must be able to stand in the middle

As a development consultant you will work in a field where there is not always a ready-made recipe.

Sometime you facilitate a dialogue with citizens about the development of their local area. Other days you gather colleagues from different areas around a local initiative, or help volunteers find their way through the municipal organization. And sometimes your most important task is simply to listen.

That requires both political understanding, situational awareness and the ability to build trust.

We are therefore looking for someone who can balance the municipality’s role with local forces and initiatives, and who knows that good citizen involvement does not necessarily mean that all wishes can be realized.

The position is placed in Center for Citizens & Branding, the Department for Rural Areas, Culture & Leisure. Here 22 colleagues solve a range of diverse tasks within culture, leisure, events, rural development and citizenship. This is done in close cooperation with the rest of the organization and actors from across the municipality.

Center for Citizens & Branding

The center consists of a number of municipal culture and leisure institutions as well as a staff administration:

• Rural areas, Culture & Leisure (staff administration) with 22 employees and central coordination of the center’s initiatives within rural development, art and culture, a large portfolio of projects, volunteers, associations, project management of "Move for life" (vision municipality), booking system, funding, Destination Sydfalster, Northeast Falster development, events – and serving two political committees.
• Library & Citizens Service with 86 employees distributed across central and decentralized units – here our focus is the meeting between people.
• Culture Factory for children and youth with 12 employees. Including the Art School and creative activities.
• Music School for all children and young people aged 0-25 with 21 employees – our aim here is to create conditions for lifelong active participation in the music life as performer, creator or listener.
• Guldborgsund Halls & Nykøbing Theatre with 40 employees and 6 different sites, including two swimming pools – the halls host a wide range of cultural and leisure events, and we have just built GULBOXEN and are about to undertake a major renovation of Nykøbing Theatre, which each year hosts both a winter and a summer revue with about 30,000 dining guests.

Together the center serves the Culture, Leisure & Public Health Committee and Rural, Settlement & Citizenship Committee as well as the Folk Education Committee. We also have close cooperation with citizens, villages, associations, actors, businesses and public partners on joint development of the municipality.

A range of diverse tasks within the broad culture and leisure area are handled, and there are professional responsibilities and tasks within tourism, rural development, branding, events – often in partnerships and with cross-cutting activities and projects. In addition to operational tasks with managing culture institutions and leisure facilities, the center collaborates across to support the municipality’s strategic agendas.

Salary and employment terms according to the applicable collective agreement. The position is permanent and 37 hours per week.
