About the job

How do municipalities create more room for action and the greatest possible value for citizens? It requires new ways of solving tasks - and you can help to show the way. In KL's Transformation and Development Unit you will get close to the municipalities and the political engine room where the framework for citizens' everyday lives is set. Do you want to join?

Join us in supporting municipalities' work to create increased room for maneuver for citizen-oriented welfare

As a consultant with us, you will inspire municipalities to think differently and develop their task execution so they gain more room for maneuver for welfare. You will work across the entire municipal administration with the strategic agendas that shape the sector. We are looking for someone with strong drive and a desire to translate your interest in the development of municipalities into inspiration that strengthens their ability to deliver the best possible welfare.

The Transformation and Development Unit provides inspiration to a broad audience of municipal politicians, managers and employees. You will therefore have contact with current agendas and various professional areas as well as insight into cross-cutting trends, challenges and opportunities that can support increased financial room for maneuver in the municipalities. You will also collaborate broadly with the various offices in KL-huset and gain a large network of contacts in the municipalities through the many visits off-site.

The unit is part of KL's Economic Secretariat, which among other things negotiates the annual financial agreement for municipalities and helps set the framework for municipal welfare. In the position you will thus gain insight into and contribute to the political machinery behind an agreement that has great significance for the municipalities' welfare.

As a consultant in the Transformation and Development Unit, you will, among other things, work with:

  • Mapping trends and tendencies across municipalities' discretionary work
  • Develop supporting tools, e.g. benchmarking and self-assessment tools
  • Identify and communicate good examples from the municipalities through newsletters, social media, etc.
  • Develop and facilitate networks, theme days, workshops, webinars, conferences, etc.
  • Hold inspirational talks and facilitate workshops for councils and administrations across the country
  • Develop and test new activities and tools in close cooperation with the municipalities

Two concrete examples of tasks in the Transformation and Development Unit from the latest year

  • Planning and hosting a virtual conference: Each year the unit arranges the virtual conference, the Room for Maneuver Week, which provides municipalities with inspiration on how to create increased room for maneuver for citizen-centered welfare. The task gives you the opportunity to engage in dialogue with municipal speakers, facilitate webinars as host in KL's studio and coordinate the planning of the conference so that it meets municipalities' wishes and needs. Since 2022, the conference has had over 1,000 participants, and nearly all municipalities have been represented. Get an insight into this year's Room for Maneuver Week here. https://tilmeld.kl.dk/raderumsugen-2026/arrangement
  • Facilitating dialogue with municipal councils: The unit has developed a concept, The Room for Maneuver Game, which simulates a municipal budget negotiation and creates a unique space for discussions with municipal councils about how the municipality can transform and develop its task solution. As a staff member in the unit you will have the opportunity to facilitate these sessions and thus engage in an exciting dialogue with the country's municipal politicians about the future of welfare. We are looking for you who, with an advantage

  • Have a relevant educational background - e.g. cand.scient.pol., cand.soc., cand.polit. or cand.scient.adm.
  • Have experience from a municipality, a consulting firm, an interest organization or the central administration
  • Are interested in communicating messages and knowledge in a way that engages municipalities and can be translated into practice - both in writing and orally
  • Have a strong drive, can drive the process for your own tasks and have a creative eye for developing new activities
  • Have good analytical abilities - both quantitative and qualitative - and wish to prepare analyses and knowledge that can be used in practice
  • Are open to a changing everyday life with many varied tasks, off-site tasks and close dialogue with the country’s municipalities and other relevant actors - e.g., in connection with municipal visits and conferences
  • Are interested in the strategic challenges and opportunities that characterize the municipal sector - e.g. labor shortages, the specialized social area and new technology

Be part of a strong community with an exciting, varied everyday life

As a consultant in KL's Transformation and Development Unit you will join a team of three permanent staff. The unit is part of a strong professional and social environment where you will become a colleague with more than 30 colleagues in the Economic Secretariat. We place great value on social interaction and a good atmosphere. Ongoing social activities are organized in the secretariat, including boules, communal meals and Friday beers. KL also provides opportunities to participate in other activities according to interest, including yoga, physiotherapy, fitness, band, art club, wine tasting and company sports.

The practical

We are seeking a consultant to start on January 1 or as soon as possible. The application deadline is Sunday, November 15. The hiring process consists of one interview in week 47, which includes a case. Salary and employment terms follow the applicable collective agreement, and there is an opportunity to negotiate an allowance based on your qualifications.
