Head of Construction in Hvidovre Municipality: Lead strong professionals and drive progress in the town's development

Hvidovre Municipality strengthens collaboration on the technical side and seeks three new chiefs: Together with the rest of the management team you will create better coherence between urban development, regulatory work, construction and operations.

As Chief of Byg you will lead an experienced and independent department with 10 specialists who handle everything from citizens' renovations to larger housing projects and municipal buildings. You must create clear priorities, keep up with development, stand for authority work and make the collaboration work so the city's ambitions can be realized on a solid professional and legal basis.

“Employees should feel that you are there for them when a case becomes difficult. At the same time you should be able to view the task from the outside and bring in new perspectives. You will have responsibility for your department and for the tasks we can only handle together,” says Jakob Karlshøj, Center Head for Planning and Environment.

Lead the department and connect the disciplines You have personnel responsibility for building case handlers and administrative staff and report to Jakob. You will join the management community across the Center for Planning and Environment and the Center for Traffic and Properties. Here you will contribute to common priorities and cohesive processes from the first considerations of a construction to the final permit.

It ranges from collaboration on urban development, over municipal construction projects, to bringing the Building Case Department’s expertise into play in connection with, for example, local planning work.

You shall especially

• Ensure overview and progress in building cases through prioritization, monitoring processing times and awareness of the department’s capacity.
• Be an approachable line manager who supports employees’ independence, development and well-being and steps in in demanding cases.
• Handle complex and politically sensitive cases , qualify the decision basis and convey professional and legal considerations clearly.
• Coordinate with Planning, Climate and Environment, Roads & Parks and other disciplines , so the right assessments and permits come into play in the correct sequence.
• Develop cooperation on the municipality’s own construction projects , so early dialogue and guidance and a clear regulatory role support good and feasible solutions.

People management with political and legal discernment You have documented results with people management and experience with civil service in a politically governed organization. You may come from the building case area or another public leadership task and can quickly grasp building-technical and legal issues. Your educational background may vary.

• Lead with presence and clarity. You trust the specialists, follow their tasks and take responsibility for priorities when pressure rises.
• Have secure authority understanding. You assess when a case requires special attention, involve legal assistance in a timely manner and explore durable solutions within the rules.
• Navigate in the political arena. You remain calm under pressure, advise clearly and loyally and can explain both possibilities and limits to different recipients.
• Take joint management responsibility. You also prioritize across your own area. Together with the management team you bring disciplines and different considerations into play and clarify responsibilities so that solutions work for the municipality as a whole.
• Develop with respect for what already functions well. You involve employees and the MED-organization and use their experiences and knowledge about cases to improve workflows, quality and service.

About Byg Byg is part of the Center for Planning and Environment and handles building case processing for private citizens, businesses and municipal buildings. The department works, among other things, with building permits, dispensations and legalization cases in close interaction with the municipality’s other disciplines.
