Head of Department for Planning and Work

In Hvidovre Municipality we are seeking a relational and professionally strong leader with experience in activation-ready citizens, resource pathways, integration, cross-cutting collaboration and organizational development for the area of activation-ready citizens, resource pathways and integration.

We are in the midst of a broad development of employment efforts. The employment reform sets the direction for a simpler, more dignified and more business-oriented approach with greater professional freedom and a stronger focus on results for the citizens.

As head of department you will play a central role in translating the reform’s ambitions into practice. You must create direction, develop employees and ensure that the efforts support more citizens in gaining a foothold in the labor market and becoming an active part of the community.

You will become part of the centre’s strategic management in a well-functioning leadership team in the Center for Employment and Citizen Services and report to the center director.

About the position You will have the managerial responsibility for staff, professional quality, economy and results within activation-ready citizens, resource pathways and the integration effort.

Together with the staff, you will further develop an effort where the citizen’s resources, progression and opportunities for employment or education are the driving force. You must ensure that the department works purposefully with business-oriented solutions, holistic interventions and strong cross-disciplinary collaboration.

Core task You must lead a department that supports citizens with different conditions in achieving employment, education or self-support. The task requires that you can translate political ambitions and reform requirements into professionally strong practice, where progression, business-oriented solutions and citizens’ resources are the driving force.

You must ensure that

• more citizens achieve progression toward jobs, education or self-support
• the department’s efforts are targeted, effective and based on the citizen’s individual situation
• the staff work with high professional quality and correct exercise of authority
• business-oriented solutions are included as a natural element of the effort
• data and management information are used actively for learning, development and results creation

You will be responsible for

• leading and developing the department’s employees, professional coordinators and team leaders
• translating national reforms as well as national and local political decisions into concrete practice
• ensuring high professional quality and correct exercise of authority
• creating good results for citizens, companies and the municipality
• actively using data and management information for governance and development
• ensuring good financial management and efficient workflows
• strengthening the collaboration with companies, educational institutions and other municipal areas
• actively contributing to the overall leadership and development of the employment area

Cross-cutting leadership and collaboration As head of department you will play a central role in the collaboration between the employment area, the specialized adult area, the health area, the Youth Unit, companies and other partners. You are able to create a common direction around complex tasks and translate different professional perspectives into solutions that create value for citizens.

• has solid leadership experience, preferably from the employment area or another authority area
• has or is pursuing a relevant leadership education
• has experience in leading staff and professional environments
• can balance operations, development and implementation of changes
• can translate legislation, reforms and political decisions into clear direction and practice
• has experience working systematically with quality, leadership supervision and professional development
• can build following through trust, clarity and involvement
• works data-driven and translates knowledge into concrete improvements
• sees value in digitization and system support as tools for quality and efficiency
• can create strong cross-disciplinary collaborations across professional areas and organizational units

We would like you to have experience with developing professional quality, leadership supervision and implementing new workflows. You are interested in digitalization and data-driven leadership and see opportunities in new technologies as support for the core task.

The first interview is expected to be held Tuesday, November 17; the second interview is expected to be held Friday, November 20. Candidates advancing to the second interview will be sent a test prior to the second interview. On the day of the second interview the candidates will be given a case with preparation time before the interview.
