Tender Consultant and Contract Manager for Strategic Procurement

Strategic Procurement is a sub-division of Tendering & Contract Management. In Strategic Procurement you will be part of a professional procurement organization with 20 dedicated employees, where we work with tenders, contracts and advisory services across the entire Odense Municipality. Our tasks span broadly – from welfare-related services and complex service agreements to purchases that support the municipality's operations, development and strategic goals. We are currently seeking two lawyers for two roles: a Tendering Consultant and a Contract Manager.

About the position as a Tendering Consultant

As a Tendering Consultant you will be part of a consultant group consisting of 7 tendering consultants who together handle tender tasks for all departments of the municipality. You will be responsible for a portfolio of tenders defined in collaboration with the rest of the group. You will be responsible for your own tender projects from the initial considerations to the contract being concluded. At the same time you will never be alone: we prioritize sparring, knowledge sharing and shared quality in task execution. When the contract is concluded, contract follow-up passes to our Contract Managers.

Your tasks will be varied, but primarily be to

• Plan and implement procurement of goods and services in close dialogue with specialists from the departments
• Translate the department's needs, market knowledge and legal framework into good tender materials (tender conditions, contracts, specification of requirements)
• Advise on procurement law, process choices, evaluation, contracts and dialogue with the market
• Create momentum in projects with many stakeholders and make complex rules usable in practice

The role gives you a rare opportunity to combine law, project management, business understanding and social responsibility. You will get insight into many parts of the municipality and work closely with both leaders, professionals, suppliers and colleagues in Tendering & Contract Management.

About the position as Contract Manager

As Contract Manager you will become part of a contract group of 7, which includes 3 Contract Managers. The group collectively handles contract management of Odense Municipality's tendered contracts and framework agreements across all areas. For example, this could be the employment sector, health-related services, crafts services and the technical area. All agreements are divided into four different segments depending on economic volume and legal and commercial risk.

Your contract portfolio will primarily consist of goods purchasing contracts especially in the grant area as well as citizen-facing service contracts, e.g. personal transport, employment initiatives and security and guarding. The portfolio will primarily consist of agreements segmented into medium to high legal and commercial risk.

You will be responsible for supporting the municipality's users and contract owners of the contracts in your contract portfolio. In addition, you will share your experience and knowledge about the contracts with the tender consultants in the team when tenders for new contracts and framework agreements in the relevant area are to be managed.

Your typical tasks will consist of legal sparring and advice, including dispute resolution in collaboration with the responsible professional, status meetings with internal and external partners as well as ongoing handling of contractual inquiries from the municipality's users of the agreements.

Your areas of responsibility will be

• Overview of your own contract portfolio
• Daily contact with suppliers and handling of various legal and contractual issues
• Cooperation with the users of the contract and other internal partners
• Knowledge gathering and sharing with the tender consultant in connection with a new tender
• Ongoing professional development of the Contract Management function in cooperation with the contract group

Salary and employment terms

The position will be compensated according to applicable collective agreement depending on experience and qualifications. The expected salary level will be stated prior to any potential interview.

The practical
