About the job

Do you want to help strengthen Denmark's national crisis management and lead the professional development of the National Situation Center?

The Danish Agency for Civil Protection and Emergency Management (SAMSIK) is seeking a team leader who will help build, operate and develop a new around-the-clock function with decisive significance for society's overall emergency preparedness. As team leader you will be responsible for the professional direction, daily coordination, development of the team's task execution, and personnel responsibility for the staff in the situation center. You will also participate in the shift rotation and hold the role of duty chief.

Welcome

In connection with the establishment of a 24/7 function at SAMSIK, a new operational capacity is being built to support Denmark's national crisis management outside normal working hours. The 24/7 function acts as the agency's operational contact point and is also part of the work with the secretariat for the National Operational Staff (NOST). There will be seven other duty chiefs who rotate with the team leader for the 24/7 function, which is carried out in a shift rota organized as either two- or three-shift operations.

The team leader function is established as part of the creation of the National Situation Center and will play a central role in its development. The Situation Center will be a shared physical and organizational environment where staff from the NOST secretariat and Computer Security Incident Response Teams (CSIRT) work side by side. In connection with your shifts you will be responsible for leading the national situation center and the staff who are part of it.

As duty chief you will, especially during evening and night hours, have a coordinating responsibility towards both NOST and CSIRT and act as a common priority and escalation point outside normal working hours.

Your role as team leader

As team leader you will have professional responsibility for the National Situation Center's task execution and development. You must set the direction for the team's work, ensure a high and consistent professional quality, and support the staff's competence development. You will play a central role in establishing common workflows, strengthening cross-disciplinary collaboration, and ensuring that the situation center is continuously developed.

You must create the framework for a well-functioning task execution in a 24/7 function where shared situational understanding, handover and documentation are crucial. You must also contribute to developing the team’s collaboration with relevant internal and external actors.

In addition, you will be the line manager for the 15 other staff in the National Situation Center, where it is important that you have documented leadership experience.

The position thus combines the professional leadership task with an operational function and personnel responsibility. You will therefore also participate in the shift rota and perform the duty chief function for a number of shifts. Here you have the operational responsibility for prioritization, coordination and leadership of the situation center on the given shift.

As duty chief in the National Situation Center you also act as duty chief for CSIRT. You support CSIRT on-call duty regarding assessment of when cyber incidents should be escalated further. The cyber-focused assessment and technical handling are carried out by CSIRT, while the duty chief's role is to assist in assessing consequences, need for communication, ministerial notification and possible escalation to national Cyber Crisis Management or activation of NOST.

You must ensure coherence and a shared situational understanding across NOST and CSIRT and be the link between operational operations, the agency's chief on-call and the agency's leadership.

In addition to the above, your central tasks will include

  • Professional leadership and ongoing prioritization of the team's tasks with a focus on quality, coherence and efficient task execution.
  • People management of the team members with a focus on the operational task combined with wellbeing and development.
  • Competence development and knowledge sharing in the team to strengthen the professional quality and robustness of the 24/7 task execution.
  • Taking care of a number of shifts as duty chief with responsibility for the operational coordination and leadership of the situation center during the shift.
  • Development and quality assurance of situation pictures and decision support for management and the on-call chief.
  • Identification of patterns, trends and deviations from the normal picture.
  • Support of the agency's crisis management organization, including preparation for activation of a crisis staff.
  • Handling of NOST’s 24/7 secretariat function (phone, email and forwarding).
  • Function as a single point of contact for selected SAMSIK offices outside normal working hours.
  • Ongoing documentation and recording of incidents, assessments and decisions.
  • Contribution to the development and professionalization of the 24/7 function and the forthcoming situation center.

About you

We are looking for a profile with experience from emergency management, crisis management or another operational function, who has documented leadership experience and strong professional expertise, and who can work in complex and cross-cutting environments. Your educational background is less relevant, but we expect you may have a background from a public authority, the Armed Forces, the Police, the Danish Emergency Management Agency or a civilian organization with a similar around-the-clock function.

In addition, we expect that you

  • Can maintain an overview and make decisions in complex and time-pressured situations.
  • Can communicate complex matters clearly and precisely – in writing and orally.
  • Thrive with shift work and responsibility in a 24/7 function.
  • Work in a structured and systematic manner with documentation.
  • Can prioritise a large volume of tasks and assess what is critical and time-sensitive.
  • Have the ability to lead and coordinate an operations- and situation center with diverse professional disciplines.
  • Can set professional direction, create buy-in and ensure quality and consistency in task execution.
  • Work systematically with the development of workflows, procedures and organizational learning.

It is an advantage if you have experience from situation centers, control rooms, crisis management, analysis, intelligence, cyber security or technical operations, but it is not a requirement.
