So we have a newly created position where you

  • become a central and specialized partner in the development and professionalisation of procurement in the social sector
  • can combine your social-work insight with analysis, contract management and development with an economic aim
  • can use your sharp and analytical view on data to develop procurement in the social sector
  • have flexible work arrangements with a great opportunity to shape your role and your tasks
  • become part of a professionally strong department with high ceilings, good sparring and room for humor

Welcome to Procurement and Purchasing in Lyngby-Taarbæk Municipality

In Lyngby-Taarbæk Municipality we work ambitiously with procurement, purchasing and contract management. We are today 10 specialized employees in the Department for Procurement and Purchasing, handling tasks within procurement, contract management, e-procurement and advisory services.

In the coming years we will particularly focus on professionalising procurement across the organisation – therefore we are expanding the department with 3 new colleagues, including this position as a consultant targeted at the specialized social sector.

In the Department for Procurement and Purchasing we have begun to focus on contract management as a discipline – across contracts for the whole municipality. Contracts must not just sit in a drawer. They must be used – among other things to support good collaboration.

Procurement and Purchasing has a close collaboration with the Center for Social Efforts, which is anchored under a steering group consisting of the coordinator for social professional contract management, centre directors and department heads from the Center for Social Efforts and the Center for Economy and Purchasing. You will work closely with our good colleagues in the Negotiation Team in the Center for Social Efforts, which consists of a coordinator and negotiation consultants.

Together we focus on professionalisation and optimisation of workflows, contract formation and supplier collaboration in the social sector.

The steering group ensures a common direction for the work with contract management and that the initiatives are prioritised and implemented in both the children, youth and adult areas and you will have a central role in translating strategy into action.

You will help ensure coherence between the professional needs in the social sector, the contracts with suppliers and the municipality's strategic ambitions.

Lyngby-Taarbæk Municipality is part of the procurement collaboration Indkøbscirkel Øst (ICØ), where we collaborate with 6 neighbouring municipalities to realise potential in procurement – and here too the social sector is highly prioritised. Therefore relationships, dialogue and collaboration are an important part of everyday life.

You will become part of a professionally ambitious environment where we value quality, collaboration, sparring and humor, and where we prioritise skills development. We think it should be exciting and fun to go to work. We take good care of each other – even when it is busy.

Your tasks

As a consultant for the social-professional procurement area in Lyngby-Taarbæk Municipality you will be responsible for a range of tasks, which among others may include:

  • Negotiate, prepare and maintain collaboration agreements and contract terms
  • Prepare and maintain supplier overviews that support caseworkers’ workflows with contract formation
  • Identify cross-cutting negotiation opportunities through supplier analyses and price analyses
  • Analyze consumption under contracts across areas and visualize and communicate data in Power BI
  • Collaborate with the social area on processes related to contract formation and follow-up on contracted agreements and whether the municipality receives the ordered services at the agreed prices
  • Implement and drive development initiatives for the existing work with contract management in the social sector

Your profile

We are looking for a profile that can bridge social work practice, procurement, data, economics and supplier collaboration. We imagine that you either have a long higher education degree in economics, social science, procurement and have knowledge of the social sector or that you have a social professional background such as social worker, cand.soc. or similar with an understanding of analyses, economics and contracts.

You may also have experience from a public procurement or finance function, where you have worked with the social sector. You may also have experience from a municipality, a social offering or another organization, where you have worked with contract management, supplier collaboration, quality assurance, etc. The most important is that you are curious, want to learn a lot and have the right mindset.

It would be an advantage if you

  • work independently, in a structured way and can create progress in tasks
  • work analytically with an eye for both detail and context
  • have experience working cross-disciplinary, have good collaboration skills and communicate professionally with colleagues and suppliers
  • have a good understanding of data and are used to working in a structured way in Excel/Python/R or similar
  • can create an overview of complex workflows and translate them into simple and usable solutions
  • are strategically minded, have impact and possess a good amount of commercial acumen
  • have an interest in contracts, economics, quality assurance and process development.
  • have knowledge of and understanding of the Children’s Act and Social Services Act, the tilbud portal and tariff calculation

In your application we would like to hear why you want to work on developing the municipality's social-professional procurement, and which concrete experiences you can bring into play – preferably with your own examples.

Employment

You will be employed in the Center for Economy and Purchasing, which is a central staff unit with three departments: Procurement and Purchasing, Financial Management and Data Analysis as well as Finance and Accounting. We work closely with the executive management and the rest of the organisation – and we have a strong professional community across the three departments.

We are based at Lyngby Town Hall – centrally located on Hovedgaden with a short distance to Lyngby Station and the light rail.

Salary is determined according to qualifications and the applicable collective agreement.

If you have questions about the position, you are welcome to contact Purchasing Manager Mette Vinther at tel. 21279350, Procurement Consultant Maria Cecilie Hansen at tel. 61133481 or Coordinator for social professional contract management Trine Piester at tel. 21376078
