About the job

We are seeking a structured and collaborative employee who can create an overview, manage and coordinate construction and civil works initiatives under the defence agreement. You will play a central role in ensuring coherence across initiatives, projects and stakeholders, so the right buildings and facilities are realized by the agreed time and within the predefined budget.

About us

The Establishment and Terrain Command (ETK) is a command under the Defence Command. The Establishment and Terrain Command provides, builds, buys, rents, leases, maintains and operates all infrastructure and building stock in the Defence.

The Implementations Section is part of the Planning Department, which is responsible for the overall planning within procurement, leasing, renovation and new construction in the establishment area.

Our main task is to ensure the implementation of construction and civil engineering projects that support the build-up and development of the Defence’s capabilities. The section’s portfolio spans broadly across all of the Defence’s domains – i.e. land, sea, air, cyber and terrain infrastructure. The section is responsible for coordinating between customers, users and management, as well as calculation and execution of projects within the initiative.

The section is physically located in Hjørring and staffed with a total of 14 civilian and military caseworkers and a chief. The section is located together with the five other sections in the Planning Department.

We strive to have flexibility regarding meeting and working hours, including remote work, while taking into account the task solution and the associated deadlines.

About the position

You will be responsible for creating and maintaining an overall overview of the sub-initiatives in the construction and civil works area. You are thus responsible for ensuring progress in the individual initiatives with underlying projects, coordinating dependencies and identifying any challenges that may affect time, budget or deliveries. You must also be able to identify the need for action and contribute to challenges being handled in a timely manner.

A substantial part of the role is to build and maintain good relationships with the initiative owners, project managers and other partners. Through close dialogue and a trusted collaboration you shall support the initiative owners in maintaining focus on the goals and ensure that the initiatives are translated into concrete construction and civil engineering projects that deliver the necessary capabilities and facilities to the Defence.

As a project manager in the Implementations Section you will work with programs and projects that require you to be forward-looking and holistic.

There is also a large part of reporting and feedback to customers and management, which requires keeping an overview of all projects and ongoing contact with, for example, executing colleagues about status and any challenges.

Your colleagues work independently, but they and the immediate supervisor are always ready to consult with you on issues, etc. You continuously build collaboration with other colleagues in the Establishment and Terrain Command, which is necessary for the task solution. The position provides opportunities to tailor the content over time, just as there are good opportunities for competence development.

About you

We seek a candidate with experience in planning, project management and coordination of large construction and civil works projects or equivalent complex tasks, preferably with knowledge of the Defence’s operative structures.

You may have a relevant education as building constructor, engineer, architect or similar academic background. Most important is that you have a good organizational overview, work systematically and are able to create structure in a daily life with many stakeholders and parallel processes, and that your profile fits the rest of the team.

You must be able to work independently and in teams, have good collaboration and communication skills and be able to handle unforeseen changes in a dynamic everyday life. You are able to make necessary and effective decisions when needed. You must be able to collaborate at several levels and have or develop an understanding of the operative units’ situation and be able to translate operational needs into solutions in the establishment area. You must maintain focus on timelines, budgets and deliveries.

Employment terms

The employment is governed by the applicable agreement between the Ministry of Finance and several academic organizations for academics in the state (Academic Agreement).

Depending on your qualifications and competencies, there is potential for negotiation of additional pay. There is an employer-financed pension scheme attached to the position.

The workplace is in Hjørring.

As an employee under the Defence Ministry’s area you are subject to certain special terms. You must, among other things, be able to obtain security clearance and maintain the security clearance throughout the entire employment period.

You as an employee have a duty to perform service outside the country, including at units in international operations with a view to participation in conflict prevention, peacekeeping, peacemaking, humanitarian and other similar operations.
