About the job

Do you want to lead a professional area where property trading, finance and urban development meet? Aalborg Municipality is looking for a department head who can combine leadership, professional insight and political acumen.

Set the direction for the development of Aalborg Municipality's lands

With its approximately 18,000 employees, around 225,000 inhabitants and more than 1,000 new residents moving in each year, Aalborg is a proud growth municipality that has undergone significant development over the last decades.

In the Technical and Environment Administration within Projects and Coordination, AK-Arealer manages the municipality's land administration, including purchase and sale of land and buildings as well as site development. The department is responsible, among other things, for the development and sale of single-family building plots, housing and commercial plots, as well as municipal buildings.

As head of AK-Arealer you will lead eight staff and be responsible for a department with many task types, stakeholders and political visibility. Your main task will be to set the professional direction, develop the department’s area of responsibility and focus on efficient management of the municipality’s lands with an eye for revenue opportunities, economy and property development.

You will play a key role in creating an overview of the department’s total tasks and contribute with clear prioritization and task distribution in collaboration with the staff. In addition, you will create the framework for competency development and well-being.

It will be you who

  • leads and develops the department with responsibility for professional direction, personnel management, daily prioritization, staff well-being and competency development
  • ensures the strategic development of the municipality’s lands in interaction with municipal and local planning, including prioritizing land acquisitions, land reserves, land sales and the sequencing of site development
  • handles the department’s financial management with responsibility for budgeting, budget follow-up, forecasting and accounting, including the financial risk assessment of larger sales and site developments
  • has responsibility for purchase, sale and tenders of municipal land and buildings, including negotiations with buyers, sellers and landowners
  • ensures efficient land management and site development in close collaboration with relevant specialist areas, including handling of lease and usufruct agreements
  • delivers qualified political support through timely and well-prepared case materials to the management, the Technical and Environmental Committee and the City Council
  • creates good cooperation and develops the task-solving across the municipality and with external stakeholders, including business, citizens and developers, while balancing economic, business, environmental and local interests

You will become part of a leadership team of four people in Projects and Coordination and part of the overall department head team in Technical and Environment. You will be based in Nørresundby and report to Mette Skamris Holm, Administrative Manager of Projects and Coordination.

Professional insight, financial understanding and political acumen

You have experience with land management, purchase and sale of real property, site development and financial management, and you understand the economic and legal frameworks for the municipality’s property transactions. At the same time, you are strong in strategy development, political servicing and cross-disciplinary collaboration.

As a department head you are clear, credible, trust-building and professionally grounded. You have the ability to set direction and at the same time the necessary professional weight to participate in the department’s complex problems. With strategic vision and political insight you can balance different interests and translate overarching ambitions into concrete actions in the department.

You hold a relevant advanced degree and solid management experience from the municipal sector or a similar organization. Your background could be in municipal land management, property administration, urban development, public property organizations or the advisory sector. Knowledge of Aalborg Municipality or the North Jutland property market is an advantage, and a leadership qualification is a plus.

Do you want to combine people leadership and professional leadership, strategic development and financial responsibility in a role where your decisions affect the municipality’s lands and future development possibilities? Then we look forward to hearing from you.
