About the job

Do you want to lead the future of substance abuse treatment in Roskilde?

As the service manager for the Center for Alcohol and Substance Abuse Treatment (CAS) you will have a meaningful leadership role with great significance for people in complex life situations. You will become the leader of about 33 engaged and professionally strong employees and also play a central role in the ongoing development of substance abuse treatment in Roskilde Municipality.

CAS is facing an exciting development. We will move to new premises, establish multidisciplinary teams and further develop coherent treatment pathways based on citizens' goals, needs and resources. You will therefore have good opportunities to set the direction and translate professional ambitions into solutions that can be felt by both citizens and employees.

We are looking for a clear, presence and collaborative leader who can create followership and be close to daily practice. Together with the employees you must ensure high professional quality, stable operations and a sustainable working environment – while you continue to develop CAS as a relevant and professionally strong treatment option.

Core task and our professional direction

For us, the core task is clear. We support citizens in living as independent a life as possible – with or without support. The work takes its starting point in a recovery-oriented and rehabilitative approach. This means that we meet citizens as people with their own goals, hopes, resources and possibilities and support their influence on their own lives.

We therefore work according to three central guiding principles

  • We start from the citizens.
  • We work evidence-based and follow up on whether our actions have an effect.
  • We work holistically and collaboratively across professional boundaries and organizational boundaries.

It is these guiding principles we base our initiatives, activities and decisions on. The work must also be carried out within the law, the municipality's guidelines, the budget and the framework for a healthy and responsible working environment.

About the position

As the service manager for CAS you have overall responsibility for staff, professionalism, operations and finances. You will become the leader of about 33 employees with diverse professional backgrounds and have close collaboration with two professional coordinators who handle central professional and operational functions.

You report to the area manager for Social Psychiatry and Drugs and become part of the area's leadership team. Here you contribute both with CAS' perspectives and to the development of the total area.

Your main tasks will be to

  • set a clear professional and strategic direction based on the core task and ensure quality, continuity and coherence in citizens' treatment pathways
  • manage personnel leadership and support professional development, well-being and a strong social capital characterized by trust, cooperation and fairness
  • ensure stable operations and a sustainable balance between citizens' needs and complexity, employees' workload, the quality of treatment and CAS' financial framework
  • systematically follow up on budget, activity, capacity and the use of internal and external offers based on relevant data and professional knowledge
  • lead the move and transformation to multidisciplinary teams through clear and inclusive processes
  • ensure a common thread in CAS' development and strengthen the relevance and attractiveness of the offer for citizens, other municipalities and partners
  • develop cross-cutting collaboration and ensure that CAS works within the law, the municipality's guidelines and the applicable professional standards.

We are therefore looking for a service manager who

  • has a relevant educational background and management experience, including personnel management, work environment and organizational changes
  • has insight into substance abuse treatment, preferably through management or practice experience from the substance abuse field or a closely related social or health-related field
  • has experience with financial management and can create a balance between professional quality, activity, capacity and financial framework
  • can lead a multidisciplinary team, set a clear direction and at the same time be present, listening and close to practice
  • has understanding of recovery-oriented rehabilitation and an eye for how citizens' complex life situations affect both the treatment and employees' working conditions
  • can navigate in a politically led organization and translate political and strategic decisions into meaningful practice
  • can create followership through clear communication, inclusive processes and strong collaborative relationships – also when the framework is complex, or the decisions are difficult.

It is advantageous if you have experience with health-science issues, data-supported leadership or larger change and relocation processes.

Your first time at CAS

You will enter an organization with engaged employees, great professional knowledge and a strong focus on citizens. At the same time, several changes are underway that call for clear leadership, prioritization and inclusion.

In your first period it will be particularly important to get to know the employees, the professionalism, the citizens' needs and the key collaboration interfaces. You must create clarity about roles, responsibilities and priorities and build trusting relationships with employees and partners.

You must also closely follow the move and the transition to multidisciplinary teams and ensure proper and inclusive processes. Along the way you must maintain stable operations, professional quality, well-being and financial control and clearly prioritize between operations, development and new tasks.

We do not expect you to have all the answers from day one. We expect you to be curious and clear, listen to different perspectives and be able to bring the right knowledge into play when decisions are to be made.

We offer

At CAS you will have a meaningful leadership task with great significance for citizens in different and sometimes complex life situations. You will become the leader of a skilled, engaged and multidisciplinary team with extensive knowledge of the area.

You will have the opportunity to influence the future organization and development of substance abuse treatment, and you will be part of a close leadership community with the area manager, other management colleagues and relevant support functions.

We also offer ongoing leadership development, supervision and a structured induction program in your first period.

The current workplace is Ringstedgade 16 and 22. As planned CAS will move to Gormsvej in spring 2027.

The application deadline is November 18, 2026 at 12:00. We expect to hold first interview on November 20, 2026 and second interview on November 27, 2026.

Candidates who proceed to the second interview will between the two interviews fill out a personality profile and prepare a case. There will also be an interview about the personality profile at Roskilde City Hall.

We will obtain references after agreement with the candidate we wish to offer the position to.
